Le Programme de Résilience du Système Alimentaire en Afrique de l’Ouest (FSRP) approuvé par les Administrateurs de la Banque mondiale le 18 novembre 2021 est mis en œuvre dans le cadre d’une approche programmatique multi-phase. La phase 1 comprend le Burkina Faso, le Mali, le Niger et le Togo, ainsi que trois organisations régionales : la Communauté économique des États de l'Afrique de l'Ouest (CEDEAO), le Conseil ouest et centre africain pour la recherche et le développement agricole (CORAF) et le Centre Régional AGRHYMET (CRA) du Comité permanent interétatique de lutte contre la sécheresse au Sahel (CILSS). La phase 2 approuvée le 29 juillet 2022 concerne le Tchad, le Ghana et la Sierra Leone. La phase 3 du FSRP concerne le Sénégal. CONTEXTE ET JUSTIFICATION La République de Côte d’Ivoire bénéficie d’un crédit de 45 millions USD dans le cadre d’un financement global de 379 millions USD de l’Association Internationale de Développement (IDA) pour contribuer à l’harmonisation et au renforcement des systèmes statistiques dans sept pays d’Afrique de l’Ouest (Burkina Faso, Cap Vert, Côte d’Ivoire, Ghana, Libéria, Sierra Leone et Togo). Le projet vise à contribuer à une amélioration et une harmonisation des statistiques économiques et sociales dans la sous-région ouest-africaine. Les activités du projet sont structurées sous trois composantes que sont : 1) une composante régionale pour produire des outils harmonisés, collecter un ensemble de statistiques sociales, économiques et administratives de base tout en améliorant leur qualité, diffuser et faciliter l'utilisation des données, ainsi qu’améliorer l’environnement institutionnel au niveau de la gestion et de la capacité des ressources humaines ; 2) une composante propre à chaque pays pour remédier aux lacunes qui ne sont pas nécessairement communes à tous les pays mais qui permettront aux Systèmes Statistiques Nationaux de tirer parti des activités régionales, par exemple en répondant aux besoins en matière d’infrastructures et de logiciels ; et 3) une composante de gestion de projet pour surveiller et superviser les activités 1 et 2. The Project seeks to improve economic, social and climate resilience across the cocoa, coconut, cashew and rubber value chains. It is implemented by the Ghana Cocoa Board (COCOBOD) for cocoa and the Tree Crops Development Authority (TCDA) for coconut, cashew and rubber. The Project supports institutional strengthening and sector governance; productivity and climate resilience; post-harvest management, value addition and market access; and project coordination, monitoring and evaluation. THE OBJECTIVES OF THE ASSIGNMENT Reporting to the Project Coordinator, the Environmental Specialist will provide technical leadership and oversight for environmental and climate safeguards. The Specialist will ensure that all project activities are environmentally sustainable, climate-resilient and compliant with Ghanaian environmental requirements and the World Bank Environmental and Social Framework (ESF). The Specialist will lead the implementation and monitoring of the Project’s environmental, social and Occupational Health and Safety (OHS) instruments, including the ESMF, IPMP, LMP, SEP, ESCP and site-specific instruments such as ESIAs, ESMPs and environmental and social audits. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. The Ministry of Works, Housing and Water Resources now invites sealed Bids from eligible Bidders for the construction of the Atomic East detention pond at Ghana Atomic Energy Commission (GAEC). The intervention foresees the realization of a lowered excavated floodplain area in direct communication with the Odaw river, with embankment works limited to the regularization of the existing western bank of the river and existing ground level. The proposed scheme foresees a pond that can be used for frequent rainfall events and is characterised by the following elements: earthfill embankments; terrain excavation to reach a minimum elevation of 28 m asl inside the pond (existing ground level varies approximately between 31 m and 33m asl); one reinforced concrete weir (spillway) that connects the pond to the river and can work as inlet and outlet structure, located in a section downstream of the confluence of the Odaw tributary; Reinforced concrete outlet box culvert; access roads. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. The Ministry of Works, Housing and Water Resources invites sealed bids from eligible contractors for the improvement works at Alajo drain. The works involve two main interventions: The construction of a covered reinforced concrete culvert parallel to the Eastern Railway Line ( Railway drain ), aiming to improve flood management in the Alajo urban area. The new infrastructure consists of a 1,596-meter-long rectangular box culvert with internal dimensions of 5.00m by 2.00m, designed with a constant invert slope of 0.3% to ensure optimal hydraulic performance and prevent water stagnation. The proposed drain alignment passes through densely urbanized areas, cultivated plots, and near existing structures, requiring the relocation or demolition of some buildings, careful excavation work including vertical sheet piling and retaining walls where needed, as well as connections with secondary drainage. Special attention is given to the crossing under the Eastern Railway Line, where the culvert will be placed at a depth of 1.4 meters to prevent interference with the rail infrastructure. The culvert discharges into the Odaw River with an outfall designed at a 45-degree angle to the river flow. Secondary drainage connections are included, with inspection manholes
