C-26-170 Crown Range Road Slip RP15.77

The project involves conducting slip remediation works on Crown Range Road at RP 15.77. The work involves stabilising the slope by cutting benches from top to bottom and carting material to the designated deposition site. The slope has been creeping for several years and is in a state of active failure. Benching profiles have been provided in the drawings, but amendments will likely need to be made on site (in conjunction with the Engineer) to suit ground conditions encountered. The maximum volume of material that can be removed from the slip site is 10,000m3 as per the Resource Consent conditions. A deposition site for cut material located at RP 20.21 on Crown Range Road has been arranged and will require the Contractor to place and compact cut material as detailed in the drawings. The Contractor will need to install a temporary bridge across the Cardrona River to access the slip site. Works will also include removal and reinstatement of an existing timber catch fence at the toe of the slope following completion of earthworks operations. Both the slip site and deposition site are ecologically and culturally significant for several reasons, and the Contractor must strictly adhere to Resource Consent conditions. Specifically, the deposition site is home to two different lizard species. A Lizard Management Plan has been prepared to support a Wildlife Act Authority. Native planting and creation of loose rock stacks is required at the deposition site on completion of earthworks. Planting is also required to reinstate the access track which will be formed to reach the top of the slip site.

The supplier will be expected to: • Provide continuity of development of the Programme to Level 4 with Workstream Leads • Ongoing management and coordination of the establishment programme; • Provide clear programme planning, reporting, risk, issue, dependency and decision tracking; • Provision of programme reports for the Programme Director, Board and Council CE • Provision of programme deliverables through graphical representation • Provide strategic advice on establishment sequencing, key decisions, risks and Day 1 readiness – experienced programme and change management expertise, managing large change programmes; • Prepare and Lead workshops for significant milestones: Transfer Agreement, LGFA funding requirements, Shared Services, Staff Transition (in collaboration with Organisation, People & Transition workstream) • Provide a named Governance Workstream Lead to lead the Governance, Regulatory, Partnerships and Planning workstream – a strategic legal and governance leader with expertise in scale transformation across public and private sectors; • Support key governance artefacts, including the Constitution, Statement of Expectations, governance framework, shareholder interface arrangements, Board arrangements and related decision material; • Provide specialist technical financial expertise to support financial, commercial and regulatory establishment matters, with expertise in Pricing Paths, LGFA funding, IFFA funding, Development Policies and cost to service principles; • Work collaboratively with QLDC, the Programme Director, workstream leads, the WSCCO Board/Chair, incoming Chief Executive, mana whenua, legal advisors, financial advisors and other suppliers; and • Provide flexible support for critical milestones, workshops, Board cycles and decision points.

As part of the LCLR Minor Works Programme, a series of minor safety improvements are proposed for implementation in Glenorchy Town Centre. The proposed works are to improve the users experience and safety while using the network. This work is part of an overall 3 year programme of improvements throughout the district which are due for completion prior to 30 June 2027. The works identified are the highest priority following consultation with the local community and are expected to be delivered prior to the busier summer tourist months. The works within the contract include: - New gravel footpath along the eastern side of Oban Street - Safety improvements including a new zebra crossing at the intersection of Oban Street and Cantire Street near the Glenorchy Primary School/Mrs Wooly’s - Signage and markings associated with parking improvements on Mull Street, Oban Street, Benmore Place and Argyle Street - Provision for bus drop off/parking on Argyle Street The order that works are complete will be up to the Contractor but it is expected that the majority can be completed in the winter months/early spring with only some sealing works needing to wait until the sealing season commences in mid September.
