Driver Quality Monitoring 2026
Transport for London
Transport for London (TfL) is undertaking preliminary market engagement in relation to a potential future procurement for Driver Quality Monitoring (DQM) Services for London buses. DQM provides TfL with independent and objective assessments of bus driving standards across the London bus network. The service involves assessors travelling covertly on buses while they are in service and assessing driver performance against defined criteria covering passenger consideration, driving ability and other safety-related matters. The indicative requirement includes approximately 7,700 assessments per year, use of suitably qualified and trained assessors, a web-based or mobile assessment solution, data management and reporting capability, daily updates, operator notifications, escalation of serious safety findings, quality assurance, performance reporting and related contract management activities. The purpose of this engagement is to understand market interest, delivery capacity, potential service models, technology options, pricing structures, mobilisation requirements and any barriers that may affect competition. Feedback received may be used to inform the final specification, commercial model, evaluation approach and procurement strategy. TfL is issuing a Market Sounding Questionnaire (MSQ) to a broad range of suppliers. This notice is published in accordance with the Procurement Act 2023. This exercise does not constitute a formal procurement process and does not commit TfL to any subsequent procurement activity.
Woolwich Ferry - Fuel by barge & road tanker
Transport for London
TfL require the provision and delivery of fuel to operate the TfL Woolwich Ferry service by both barge and/or small road tanker. The service uses approximately 780,000 litres of fuel annually across both vessels. Woolwich Ferry operates two ferries linking Woolwich and North Woolwich across the Thames. The ferry is a free service and the vessels used carry pedestrians, cyclists, cars, vans and lorries. TfL are considering a number of fuel types. Alongside the Low-Sulphur Distillate Oil (LSDO), TfL are also considering alternate fuel types subject to specification/standards development and vessel suitability. This preliminary market engagement notice is issued to understand market interest, capacity and capability. TfL seeks feedback on fuel types, specifications, delivery capability and standards.
Manufacture, supply and maintenance of ST CRIDs
Transport for London
There will be an ongoing requirement for STCRIDs, which will not diminish by the roll-out of the PCRID contract as anticipated. The STCRID was to be superseded by the PCRID but we are now aware that this is not the case. Therefore, a new strategy is required for the STCRID which needs time to formulate due to a number of key decisions (new design, existing design includes obsolence) and this SSR will permit the time. A new strategy has been determined as a means to achieve a permanent solution, however until such time as that strategy is enacted there is an ongoing need for ST-CRID repairs, renewals and recalibrations in order to keep the c.4,000 units in use across the network operational and safe. With an average periodic spend of c£25,000 the sum of £600,000 is sought via this SSR to fund outstanding, current and future costs (18 months). After discussion and review within Procurement & Commercial, a strategy has been formed: an SSR agreement is to be negotiated and agreed with Unip

Supply of New Units Due to the nature and age of the ST-Crids, ongoing reviews to capture obsolescence and new design changes and ensure continued value for money for TfL, therefore the need for an updated partnership strategy may be required.

Transport for London intends to tender for long-term design and supply of pan-fleet glazing systems. The designs of the existing glazing systems for this diverse range of vehicles are in various states of completeness and, even if complete, often specify obsolete standards and materials. Most of the incompleteness arises from the proprietary nature of the designs of the glazing, frames and seals, the design of which was often outsourced by the original train builders. London Underground (LU) passenger rail vehicles vary in age from 53 years old (1972 Tube Stock on the Bakerloo line) to 11 years old (S7 Stock on the District line). Some LU engineering vehicles are even older, with the tunnel cleaning train being converted 1938 Tube Stock (87 years old).
