Buckinghamshire Council is seeking to appoint a suitably qualified and experienced service provider to deliver supported local bus services across the county. The services form part of the Council’s wider public transport network and are intended to provide accessible, reliable and sustainable transport options for residents and visitors. The successful provider will be responsible for operating scheduled local bus services in accordance with the requirements set out in the tender documentation, including the provision of suitable vehicles, trained personnel, customer service arrangements, ticketing facilities and supporting technology. The services must be delivered in compliance with all relevant legislation, regulatory requirements and industry standards. The Council is seeking a contractor that can demonstrate a strong commitment to operational reliability, customer experience, effective contract management and continuous service improvement, whilst delivering value for money and supporting the Council’s social value objectives. The contract will be awarded following a competitive tender process to the bidder submitting the Most Advantageous Tender based on the published award criteria.

Bus Operator Services for Certain Bus routes 2026-2027

Westmorland and Furness Council

Westmorland and Furness Council is seeking to procure suitably qualified and experienced operators to deliver a range of local bus services funded through Bus Grant Funding (formerly Bus Service Improvement Plan funding) for the 2026/27 financial year. The procurement will support the continuation of existing contracted services, the introduction of new and enhanced routes, and the replacement of services where external funding has ceased, in line with the Council's approved investment programme. The Council intends to award contracts for an initial period of up to 12 months, with an option to extend for a further period of up to 6 months at the Council's sole discretion, giving a maximum potential contract duration of 18 months. The opportunity does not establish a framework agreement but will result in the award of individual service contracts. The procurement aims to secure reliable, accessible and sustainable transport services that support local communities, improve connectivity, and contribute to wider economic, social and environmental objectives across Westmorland and Furness.

Torbay Council

Due to the operational impacts arising from changes in other services, the existing operator has served notice on the contract awarded in 2024 for Non-Commercial Bus Services Lot 4 (Service 60). The need for this service remains to ensure the community has the connectivity to facilities and services and therefore a new Request for Quotation is needed. This service will be renumbered as Service 26, linking more appropriately with other Paignton based services. Torbay Council is seeking to at least retain the existing bus service network in accordance with the Councils BSIP, but also to enhance it with improvements to service levels, including operating to key locations which are not currently served. Our aim is to improve the routes with increased frequency, additional services covering earlier and later times and at weekends with modern, low floor, zero or low emission vehicles. It is important to note that a new service (27), replacing and improving upon the current Services 28 and 30 between Paignton town centre and schools in Torquay, will be proposed. This will operate all day, additionally connecting to Torbay Hospital. There will be overlap with this contract. That overlap is not confirmed but may include areas of Shorton Valley and Preston Down Road. Torbay Council and Devon County Council are in the process of setting up a new combined Enhanced Bus Partnership.

Micromobility Service – Cambridge E-Scooter Trial and E-bike Service

The Authority is seeking to award a Contract to a single supplier for the following requirements: • To provide the micromobility service in Cambridge and some of the immediately adjoining settlements, and potentially in the wider Combined Authority area • For 18 Months • Option to extend up to 3.5 years The Contract to be awarded is a concession contract. The Concessionaire will be responsible for the provision, operation, and management of the micromobility service and will assume operational and demand risk associated with the service. The Authority will not guarantee any level of demand, revenue, or usage; will not provide revenue support or financial subsidy. The Concessionaire will generate revenue directly from users and bear the risk of underperformance. The initial Contract will be for a period of 18 Months and will include an option for the Contract to be extend by up to a further, 3 and a half years making a total, maximum duration of 5 years. The contract includes the following key requirements/provisions: • Micromobility service operations • Payment considerations • TUPE • Novation/ Warranties • GDPR requirements • Insurance Requirements The successful Supplier will be appointed based on their expertise, resource and approach to delivering the project and as such the Quality Questions within Document C will become contractual obligations. The contract will be signed under hand.

Framework Agreement for the Provision of Transportation of Children, Young People & Adults (9-16 Passenger Seat Vehicles)

You are invited to submit a Tender for a Framework Agreement for the Provision of Transportation of Children, Young People & Adults (9-16 Passenger Seat Vehicles). The Contracting Authority is conducting a Procurement Procedure following the Procurement Act 2023 open tender procedure and following the publication of Find a Tender Service (FTS) notice. The Contracting Authority is looking to establish a ranked framework of Service Providers that are able to provide transport for Children, Young People and Adults identified by the Council. A full scope of the Contracting Authority's requirements can be found in Appendix A - Specification. The Contracting Authority wishes to appoint Suppliers who can clearly demonstrate the ability to meet our requirements and who offers the most advantageous tender. It is anticipated that the framework term will be from August 2026 to July 2028, with the option to extend incrementally for a period of 1+1 years (subject to contract review and budget availability). The English Devolution White Paper set out the government's vision for simpler local government structures in order to lead to better outcomes for residents, improved local accountability and savings which can then be reinvested in public services. All councils in 2-tier areas and small neighbouring unitary authorities have been invited to develop proposals for unitary local government with the aim of bringing together lower and upper tier local government services in new unitary councils to deliver local government reorganisation. It is likely that within the duration of this contract there may be further development of local government reorganisation that could result in the area and scope of coverage of this contract changing. It is not clear at this stage what the reorganisation will look like. The Contracting Authority reserve the right to modify, review or amend the contract as may become appropriate in order to effectively respond to any future requirements as a result
