The Ministry of Justice, through His Majesty’s Courts and Tribunals Service (HMCTS), is undertaking preliminary market engagement to support consideration of a potential legacy archive recovery and digitisation requirement relating to historic index records currently held on obsolete media. HMCTS holds a substantial archive of historic index records, primarily across microfiche and cassette media. The current estimated scope includes approximately 20,000 microfiche sheets containing around 2 million records, and 658 cassette media units containing around 6.5 million records. The total estimated archive is therefore approximately 8.5 million records. There are also historic records held in books, although these are currently considered lower volume and lower priority than the microfiche and cassette records. The current arrangements rely on legacy physical and digital media, manual search activity, local operational knowledge and ageing technology. This creates challenges around retrieval speed, consistency, resilience, future access, preservation and the continued availability of the underlying information. HMCTS is therefore exploring market capability that could support the controlled recovery, digitisation, extraction, validation, indexing and searchability of these historic records. The purpose of this Request for Information (RFI) is to improve HMCTS’ understanding of market capability relating to: • inventory, cataloguing and condition assessment of microfiche and cassette media; • technical discovery of cassette formats, data structures, hardware or software dependencies and recoverability; • high-resolution microfiche digitisation; • recovery and extraction of data from cassette media; • image enhancement, OCR, intelligent data extraction and confidence scoring; • creation of a common target data model across recovered and digitised records; • validation, de-duplication, exception handling and quality assurance; • secure repository and search capability, inc

London Borough of Hammersmith and Fulham Council (the “Council”) are intending to undertake a procurement exercise for several contracts, to succeed those currently in place with numerous Electric Vehicle (EV) Charge Point Operators (CPOs). This Preliminary Market Engagement (PME) exercise will help the Council understand the current Electric Vehicle Infrastructure (EVI) market and landscape, as there has been significant evolution since several of the Council’s established contracts commenced. The UK Home Office (referred to hereafter as the Authority) is seeking further input from prospective suppliers through a Request for Information (RFI) exercise in support of its planned Quality Assurance and Testing (QAT) procurements. The Authority currently has a number of contracts for QAT capability aligned to portfolios across the Home Office and is developing a future commercial strategy that is expected to consolidate these services into two core testing capability contracts by Autumn 2027. Following the Authority s recent supplier engagement event on 27th July, this RFI forms the next stage of pre-market engagement. The event provided an opportunity to introduce our objectives and gather initial market feedback. Building on the insights received, the Authority is now seeking more detailed information from suppliers to help refine its requirements, further develop its procurement strategy, and inform decisions regarding the future commercial and contracting approach. The Authority is particularly interested in supplier views and experience relating to procurement and delivery models, transition and mobilisation, commercial and performance management approaches, the use of innovation, automation and Artificial Intelligence, tooling and technical capabilities, support for SMEs, and experience of supporting organisations to transition towards product-centric delivery models and Quality Engineering practices. The exact scope, duration and value of the future contracts remains under development. However, the current expectation is that each contract will have a minimum term of three years, with a maximum spend of £150m (including any extensions). Chiltern Railways is undertaking preliminary market engagement in relation to the potential procurement of one or more software solutions to replace its existing Compass system, which is due to become unsupported from December 2027. The anticipated requirement comprises three principal areas: Operational event and incident logging; Delay monitoring, analysis and reporting, including the receipt and processing of train performance data from Network Rail's TRUST system; and Performance action logging and tracking. Chiltern is seeking to understand whether these requirements are best delivered through a single end-to-end solution, separate modules or specialist systems integrated with one another. The outcome of this market engagement will help determine whether any future procurement is undertaken as a single contract, separate lots or separate procurement exercises. The anticipated scope of supply may include: Software licensing or subscription services; System hosting; Implementation, configuration and any required development; Migration of current and historical data from Compass; Integration with Chiltern and external systems, including TRUST; Testing and user acceptance support; Training and change-management support; Ongoing technical support, maintenance and system updates; and Backup, business continuity and disaster-recovery arrangements. Chiltern anticipates that the replacement solution will primarily be delivered as a hosted or software-as-a-service solution, although suppliers are invited to propose alternative delivery models where appropriate. Digital Personnel Licensing - RFI The UK Civil Aviation Authority (CAA) is exploring the use of digital credentials to replace or supplement existing physical professional licences and certificates. These may include licences, ratings, endorsements, medical certificates and other professional credentials issued to pilots, air traffic controllers, flight engineers, cabin crew, maintenance engineers and other licensed aviation personnel. The target solution will enable authorised individuals to hold digital credentials on a mobile device and present them for inspection by authorised verifiers. The solution must support both online and offline verification scenarios and provide strong cryptographic assurance of credential authenticity, integrity and status. The purpose of this market engagement is to understand the maturity and capabilities of existing holder and verifier applications, Software Development Kits (SDKs) and commercial products that could support this capability.
