Framework for the Provision of services to support the National Rollout for establishing a waste management route for existing High Activity Sealed Sources (HASS) in the UK. The Nuclear Decommissioning Authority is seeking to appoint a single supplier to support delivery of the National Rollout of Operation Fieldfare. The services comprise the safe, secure and compliant collection, dismantling, transport, interim storage, processing and return of Caesium-137 High Activity Sealed Sources contained within irradiator units located across the United Kingdom. The supplier will be required to provide an end-to-end waste management solution, including all necessary planning, site liaison, regulatory approvals, transport arrangements, source recovery, packaging, consignment documentation and delivery of sources to a UK site designated by the Authority, including Sellafield where applicable.

The Agri-Food and Biosciences Institute (AFBI) (Buyer) have a requirement for the provision of a Comprehensive Radiological Monitoring Survey and Report (Contract). AFBI is a leading provider of scientific research and services to government, non-governmental organisations and commercial organisations. AFBI is sponsored by its key stakeholder, the Department of Agriculture, Environment and Rural Affairs (DAERA). AFBI has historically provided the radiological monitoring and emergency response service for DAERA, but DAERA has confirmed that they will no longer require this capability from AFBI. DAERA have also determined that much of the equipment used by AFBI for this service has reached end of life and would cost significant sums to replace. Therefore, the decommissioning of AFBI’s defunct facilities is now required. AFBI wish to commence the decommissioning of these facilities in a prompt and controlled manner, ensuring that any radiological contamination is appropriately identified, assessed and managed. To address this, AFBI will engage external Suppliers to undertake a planned three-stage decommissioning process of the defunct facilities. This procurement competition is for stage 2 - 'Monitoring', which requires the carrying out of a Comprehensive Radiological Monitoring Survey (both direct and indirect when required) of the facilities, and provision of a detailed Survey Report of the survey’s findings, including; - the identification of any areas with above background levels, or clearance levels of contamination - a set of recommendation pathways for decontamination and/or disposal in relation to the findings. - Delivery of a presentation of their report and findings to AFBI following the Monitoring exercise. As outlined in this Instructions to Tenderers document, a Supplier for the completion of Stage 2 will be identified by the Competitive Flexible Procedure. Decommissioning of Cyclotron Vault

This notice is issued to inform the market of pre-market engagement activity in accordance with the Procurement Act 2023. Cardiff University intends to undertake a procurement for the decommissioning of a cyclotron vault facility located within Cardiff. The purpose of this pre-market engagement is to inform the development of the procurement strategy, specification, and evaluation criteria by engaging with organisations that have relevant expertise and capability in delivering such works. This engagement will support the Authority in understanding market capacity, delivery models, technical approaches, and key risks associated with the requirement. This notice does not constitute a call for competition or a commitment to enter into a contract. Background: Cardiff University houses a cyclotron used in the production of medical radioisotopes for research and clinical applications. The University is progressing plans to decommission the existing cyclotron installation and associated infrastructure. This will include: - Removal of the cyclotron and associated systems - Decommissioning of activated components of the cyclotron - Removal of activated structural elements within the vault The cyclotron vault is a heavily shielded structure designed to contain ionising radiation generated during operation. As part of its original design, internal wall structures were constructed as sacrificial layers, intended to absorb radiation during operation and facilitate their removal at end of life. These sacrificial walls will require controlled removal and appropriate disposal as part of the decommissioning process. The works will therefore include the removal of activated walls within the vault, alongside the removal of the cyclotron and associated activated components. These works represent a specialist radiological decommissioning project requiring appropriate expertise in radiation safety, dismantling, structural removal, and compliant handling and disposal of activated material

Asbestos Management Services Framework (AMS2) Framework Details 1.1.1. Cardiff City Council, Bridgend County Borough Council, Vale of Glamorgan Council, Monmouthshire County Council and Torfaen County Borough Council are looking to appoint suitably qualified and accredited Contractors who can deliver high quality Works and Services to meet the Council’s Asbestos Management requirements on the second iteration of the Framework. 1.1.2. Cardiff Council manages approximately 388 corporate domestic & non-domestic properties across the city. Bridgend County Borough Council manages approximately 276 properties across the city. To meet its obligations under the Health and Safety at Work Act 1974 and the Control of Asbestos Regulations 2012 (CAR 2012), the Council requires comprehensive asbestos management services. 1.1.3. The Framework will be awarded for a fixed term of 2 years with the option to extend by 2 x 12 months. 1.1.4. The estimated value of the Framework (being the maximum amount the Contracting Authority could expect to pay under the Framework, including the value of Services and Works, if any option to supply additional Goods, Services, Works were exercised and/or if any option to extend or renew the term were exercised) is £4,000,000.00 (exclusive of VAT).
