The NCL Suicide Prevention Programme is a partnership between the London Boroughs of Barnet, Camden, Enfield, Haringey and Islington, North London NHS Foundation Trust and North Central London Integrated Care Board. The programme has an overall aim to ‘Reduce the suicide rate across the NCL geography through population-based suicide prevention measures as well as programmes targeted to those at highest risk, through improved support to those who have self-harmed and improved support for people bereaved by suicide.’ Individuals who present to emergency departments for suicide-related behaviours have a high rate of repeat self-harm and death by suicide. Early engagement and therapeutic intervention soon after emergency department attendance is thought to be beneficial in reducing suicide-related behaviours. Therefore, NCL Suicide Prevention Programme are seeking to commission service(s) to provide community navigation support for people who have presented to A&E with suicide-related behaviours. West and North London (W&NL ICS) are seeking to hear from organisations based within NCL who would be interested in providing the following service: •Community navigation/social prescribing for clients who have recently presented to local emergency departments with suicide-related behaviours, e.g. self-harm, suicide attempts, or presentations of suicidal thoughts. •The service must provide low-level emotional support and be able to support clients in accessing a range of services for both mental health concerns and practical issues, such as finances and housing. •Core elements to this offer are a rapid response to referrals (within 72 hours) We are seeking to commission multiple services to cover each of the five boroughs across North Central London. Budget allocation is still to be determined, but services supporting each borough will be paid between £13,000 and £24,000 for a 12 month delivery period. What the YCS does Established in September 2017 as a distinct part of HM Prison and Probation Service (HMPPS), the Youth Custody Service (YCS) is responsible for the Children and Young People Secure Estate, for children and young people between 10-17 in England and Wales. This includes: • the commissioning and management of outsourced youth custody services and sites; • the operational running of public sector sites; and • placing children and young people who are remanded or sentenced to custody. The Children and Young People Secure Estate is currently made up of four Young Offender Institutions for boys aged 15-17, one Secure Training Centre, eight Secure Children’s Homes and one Secure School. The YCS is dedicated to working with a wide range of central and local government partners and other agencies to improve the life chances for young people, bringing children’s voices into service design and to learning from the latest research and best practice. Vision and priorities HM Prison and Probation Service (HMPPS) protects the public and prevents victims by changing lives. We work with our partners to carry out the sentences given by the courts, either in custody or the community and reduce reoffending by rehabilitating people in our care. The ambitions of the YCS match those of the wider HMPPS, however, given the distinct and often complex needs of our young cohort, we interpret these principles specifically to the children and young people in our care. The London Violence Reduction Unit (VRU) is committed to reducing violence by understanding how it affects young people and communities and by building strong partnerships across sectors, including youth work, local authorities, education, health, policing, and the voluntary and community sector. Through this work, the VRU champions prevention and early intervention, ensuring that the voices of young people are central to shaping services and driving system change. Custody-based interventions form a key part of this approach, providing support at critical ‘reachable and teachable’ moments. Background to Current Service Custody-based interventions (CBI) drive the importance of supporting young people during their critical point in their journey through the criminal justice system. Young people present in custody with complex needs and can face multiple barriers in accessing positive opportunities. Without meaningful intervention, they are at heightened risk of reoffending, social exclusion, and long-term negative outcomes. The current service provision is DIVERT, a custody-based intervention programme supporting young adults aged 18–25 at a crucial stage in the criminal justice system. The programme has been running for the past 10 years and has been funded through the London Violence Reduction Unit since 2021, reaching 9,417 young adults over the past five years. Delivered by Custody Intervention Coaches (CICs), the service operates across 12 custody suites in London and continues into the community, providing tailored, trauma-informed support.
