Contract Nº: Nº AO-MAT-546023-CS-QCBS 1. The Government of Angola has applied for financing from the World Bank toward the cost of the Angola Strengthening Governance for Enhanced Service Delivery Project and intends to apply part of proceeds for Hiring of two firms to prepare six (6) Municipal Master Plans in the provinces of Huambo and Uíge Lot I, and Cuanza Sul Lot II. The Project objectives are: (i) Increase the amount and reliability of fiscal transfers to selected municipalities; (ii) strengthen its financial and land management capacity; (iii) increase identity coverage. 2. The Project is multisectoral, involving the following Ministerial Departments: Ministry of Finance, Justice and Human Rights, Public Works, Urban Planning and Housing, Public Administration, Labor, Social Security and Territorial Administration, which has the responsibility of coordinating, through of a Project Implementation Unit (PIU). 3.
