ACAN for Security System Migration to Existing P3 Building Security Platform

Security System Migration to Existing Honeywell Enterprise Buildings Integrator (EBI) Platform: Waypoint consists of High-Secure provincial forensic programs and Regional inpatient/outpatient/support programs, which operate on separate security platforms. While these systems provide required functionality individually, maintaining multiple platforms creates significant inefficiencies, additional support requirements, multiple points of external and internal contact and coordination, integration and long-term lifecycle management challenges. Honeywell is the existing long-term public-private partnership (P3) service partner for the High-secure forensic portion of Waypoint. Honeywell owns the proprietary EBI platform used in this environment. Honeywell has already advised Waypoint that they would not grant rights to third parties to access, integrate with or modify Honeywell proprietary systems or alter existing P3 contractual responsibilities, which is within their purview. Replacement of Honeywell’s EBI is not an option. This ACAN serves as disclosure and transparency to the vendor community that Waypoint intends to move toward a strategically managed single-platform architecture, a stable enterprise security operating environment, by migrating existing Regional program access control and video surveillance assets, to the current proprietary Honeywell Enterprise Building Integrator (EBI) / Digital Video Manager (DVM) platform utilized in the High-Secure portion of our facility. This will standardize our campus to a single supported security system, improve reliability and response, remove fragmented legacy systems and enable a controlled plan supported by an existing P3 service agreement.
