Development & Operation of World-Class Integrated Resort Casino in Niagara Falls

Call for Investment - Development and Operation of a New World-class Integrated Resort Casino in the City of Niagara Falls This call for investment is issued by the Ministry of Tourism, Culture and Gaming (“MTCG”) and Ontario Lottery and Gaming Corporation (“OLG”) (collectively the “Sponsors”) in order to invite Respondents to submit proposals for the opportunity described therein. The ultimate goal is to select up to three qualified private sector operators with expertise in gaming to develop and operate new large-scale World-class Integrated Resort Casinos in the Niagara Region. As part of the Destination Niagara Strategy (“DNS”) announced by the Province on December 15, 2025, the Province is implementing a comprehensive strategy to unlock the Niagara Region’s full potential for visitors, including in the City of Niagara Falls and the broader region, elevating the destination to be internationally recognized as Ontario’s playground. Exploring opportunities to expand casino and gaming experiences is one of the five key pillars of the DNS. The Sponsors intend to carry out the procurement in a two-phase process: The Phase 1 Process is intended to result in the identification of the Shortlisted Respondents. Shortlisted Respondents will be eligible to submit proposals pursuant to the Phase 2 Process to become the developer and Operator for a new World-class Integrated Resort Casino in the City of Niagara Falls.
