1. English Description DEFENCE CONSTRUCTION CANADA (DCC) – Project No. DN260002_CN85866 – Range Trail & Rhodes Trail East, 17 Wing Dundurn, Saskatchewan. Defence Construction Canada (DCC) invites general contractors to express their interest in providing all labour, materials, and equipment necessary for the Construction and rehabilitation of approximately 17.7 km of gravel roadways at 17 Wing Detachment Dundurn, Saskatchewan. This Request for Expression of Interest (RFEOI) is the first step of a two-step solicitation process, the second step being the Tender Phase. Only general contractors that have expressed their interest through the Electronic Bidding System prior to the closing date and time of this RFEOI will be invited to submit a proposal at the second stage. Only submissions received in accordance with the requirements of the Electronic Bidding System will be considered. Only the general contractors who will have responded to this RFEOI will be invited to submit a bid during the Tender Phase. DCC reserves the right to terminate this solicitation at the end of the RFEOI. This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA). Project background The project consists of the construction and rehabilitation of approximately 17.7 km of gravel roadways at 17 Wing Detachment Dundurn, including grading, earthworks, subgrade preparation, granular base and gravel surfacing, drainage improvements, signage, fencing, restoration and associated site works. The mulching and hauling of aggregate activities are expected to take place during the winter. The upgrading construction of the roadways is expected to take place starting in early spring through the summer with completion in early fall.
