Dev. of Building Materials, Equipment and Facilities Technical Standards Manual

Description of goods/services - The successful Proponent shall develop and deliver a comprehensive Materials and Equipment Standard for ONTC to support capital construction, renovation, rehabilitation, and state-of-good-repair projects. The standard shall establish clear, measurable quality and performance requirements for applicable material and equipment categories. The deliverable shall serve as a consistent guideline for designers, project managers, procurement, and contractors when specifying and selecting materials and equipment, while maintaining fair competition, accommodating project-specific technical judgment, and ensuring that the standard does not create or administer a product qualification, vendor approval, or prequalification system.
