Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Purchaser: Ministry of Labor and Skills (Mols) Project: Education and Skills for Employment Project (EASE) Contract title: Procure computers and accessories for PTCs Country: Ethiopia Credit No.: IDA-74200-001 RFB No: ET-MOLS-545747-GO-RFB Issued on: May 07, 2026 The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Education for Skills and Employment (EASE) and intends to apply part of the proceeds toward payments under the contract for procurement for Procure computers and accessories for PTCs. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. The Ministry of Labor and Skills now invites sealed Bids from eligible Bidders for Support TVET reform policy through building the capacity of the Regional Center of Competencies through the provision of computers and accessories for PTCs, which is intended to be delivered within four months. No margin of domestic preference shall apply. Bidders are required to meet the following criteria: Financial Capabilities The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position.
