Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ; ② not come under Article 7 of the Regulation concerning Contract for National Center of Neurology and Psychiatry ; ③ have a Grade A, B or C qualification in "Provision of Services" and "Manufacture of Products" or "Sale of Products" under the Ministry of Health, Labour and Welfare's Unified Qualification for participating in tenders (Single Qualification for Every Ministry and Agency).
