Outsourced Payroll Provider

The Public Service Commission (the Commission) invites proposals for the supply, implementation, support and operation of an outsourced bureau payroll service supported by a modern payroll platform. The service will replace current arrangements for approximately 400 employees on a fortnightly pay cycle. The Commission seeks an experienced New Zealand provider to lead the transition and deliver an accurate, secure, compliant and well-supported service. Go-live must occur no later than 31 March 2027, with the first pay run on 6 April 2027. The Commission prefers to transact through the GDDA Marketplace. If the selected supplier is not listed, it is encouraged to apply through the Marketplace standing open invitation. The Commission will provide reasonable support with an application if requested. If the supplier’s offering becomes available through the Marketplace after contract execution, the parties will cooperate to transition the relevant services. The provider will deliver end-to-end payroll processing, including payments, payday filing, leave and entitlement calculations, reporting, reconciliations and assurance controls. The service must include a secure, accessible platform with employee and manager self-service, role-based access, audit history and appropriate separation for chief executives’ payroll. The provider will lead mobilisation, discovery, configuration, data migration, parallel testing, validation, training, go-live and handover, supported by New Zealand-based assistance, clear service levels, escalation and business continuity arrangements, and early-life support. Standard integration and data export options are required, along with alignment to the New Zealand Government Common Process Model, readiness for future Marketplace ERP integration, and secure data ownership, retention, extraction and exit arrangements meeting the Commission’s privacy and security requirements.
