UNICEF has now issued a Request for Proposals in order to select a supplier for the Development of Implementation Readiness Materials for the Updated Electronic Case Management System (Stage 1) Since the onset of the full-scale invasion of Ukraine by the Russian Federation in February 2022, the country has been facing significant humanitarian and institutional challenges affecting the delivery of essential public services. The social protection system has been under increased pressure due to population displacement, damage to infrastructure, and growing demand for accessible and timely support for vulnerable groups, including children, families, and persons with disabilities. In response to these challenges, Ukraine is advancing a broad reform of its social protection system, with a strong focus on digital transformation and the development of integrated, user-centered service delivery models. This includes the introduction and scaling of digital case management tools designed to improve coordination between service providers, enhance efficiency, and ensure more consistent access to social services across communities. UNICEF has been a key partner of the Government of Ukraine in supporting the strengthening and modernization of the social service system, with a particular focus on child protection, social workforce capacity building, and digital solutions for service delivery. In the context of ongoing reforms, UNICEF continues to support efforts aimed at improving the effectiveness, accessibility, and resilience of social services under both emergency and recovery conditions. The updated Case Management System introduces significant changes in workflows, user roles, and interagency coordination mechanisms.
