Pre-feasibility study on a digitally enabled fresh food & cold-chain pilot

UNDP Rwanda, in collaboration with the Ministry of ICT and Innovation (MINICT) and the Ministry of Agriculture and Animal Resources (MINAGRI), invites qualified consulting firms to submit proposals to undertake a pre-feasibility study for a digitally enabled fresh food aggregation and cold-chain pilot in Rulindo District. The assignment will assess the technical, commercial, institutional and operational viability of establishing an integrated system to improve aggregation, storage, logistics, and digital coordination for selected fruit and vegetable value chains. The study will evaluate post-harvest losses, map production and market flows, assess infrastructure and service gaps, and identify appropriate cold-chain and digital solutions. The expected outcome is a practical, evidence-based pilot concept, including indicative costs, operating model, and implementation roadmap to inform future investments and strengthen Rwanda’s agri-food systems.
