Provision of High Risk Labor (HRL) in Support of UNMAS Global Operations

The United Nations Procurement Division (UNPD), on behalf of the United Nations Mine Action Service (UNMAS), is currently seeking expressions of interest from qualified vendors for the provision of personnel for high-risk environments related to mine action, explosive ordnance disposal and explosive ordnance risk mitigations operations listed below. The contract, with an expected duration of three (3) years plus two (2) optional extension periods of one (1) year each, may include, but is not limited to, provision of high-risk labor (HRL) to locations such as South Sudan, Syria, Abyei, Central African Republic, Libya, Lebanon, Western Sahara, Democratic Republic of Congo, Somalia, Iraq, Afghanistan, and Ethiopia. This initiative also aims to inform interested parties about the forthcoming formal procurement process, known as the Request for Proposals (RFP), for the provision of these services. Specific Requirements/Information The scope of work for Technical Mine Action (MA) & EO Threat Mitigation Personnel may include, but is not limited to, the following profiles: -Mine Action Operations/Quality Assurance Personnel: The MA OPS/QA personnel ensures the effective implementation of mine clearance activities by overseeing operational planning, safety compliance, technical standards adherence, and quality assurance to safeguard personnel and maximize the impact of demining efforts. Some certifications depending on the role may be: IMAS EOD Level 2, 3, 3+, IEDD, Mine Detection Dog and Mechanical Demining Machines) -Explosive Ordnance Disposal Specialists/Mentors: The EOD Specialist is responsible for the safe identification, clearance, and disposal of explosive hazards, ensuring operational safety, risk mitigation, and compliance with technical standards in mine action and security operations. (IMAS EOD Level 2, 3, or 3+ depending on the requirements) -Ammunition Technical Officers (ATO Certification): The ATO is responsible for the safe storage, inspection, maintenance,
