Call for External Collaborator – Independent Final Evaluation of Policies, Partnerships, Learning and Local Empowerment (PPLL) Project

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: [Summary of work: The evaluator/consultant will conduct the final independent evaluation in line with ILO results-based evaluation guidelines and the OECD/DAC evaluation criteria: relevance, coherence, effectiveness, efficiency, impact, and sustainability. The evaluation will integrate ILO cross-cutting priorities, including International Labour Standards (ILS), tripartism, social dialogue, gender equality, disability inclusion, and inclusion of marginalized communities. The evaluator/consultant will be responsible for designing and implementing the evaluation, including developing the methodology and data collection tools, conducting data collection and analysis, and preparing all deliverables specified in the ToR. A mixed-methods approach will be used, comprising desk review, key informant interviews (KIIs), focus group discussions (FGDs), and field visits to selected project sites in India and Nepal. The evaluator/consultant will report to the ILO Evaluation Manager, maintain close coordination with the project team throughout the assignment, and ensure the timely delivery of high-quality outputs, including the inception report, draft and final evaluation reports, executive summary, and dissemination materials, in accordance with ILO standards.
