COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Part 12 , using Simplified Acquisition Procedures (SAP) . This announcement constitutes the only solicitation; proposals are requested , and no written solicitation will be issued . Paper copies will not be provided. The RFQ number is N4215826Q0012 This solicitation incorporates provisions and clauses in effect through FAC 2026‑01 (effective March 13, 2026) and DFARS Change Notice 20251001 . Contractors are responsible for reviewing all applicable clauses and provisions, which may be accessed in full at https://www.acquisition.gov/ . The NAICS code is 531130 , with a Product Service Code (PSC) W081 , and a small business size standard of $34.0M Request for Response: The Contractor shall provide a turnkey lease solution for seven (7) HAZMAT storage containers in accordance with the requirements outlined in the Statement of Work (SOW) and all applicable regulations. The Contractor shall provide seven (7) HAZMAT containers with a minimum dimensions of 8’width x 9’ height x 20’length Delivery Location : Norfolk Naval Shipyard Solicited under Small Business set a side . Interested vendors may submit a quote demonstrating their capability to meet the requirement. All quotes received May 27, 2026, at 6:00 pm CLIN 0001 – Base: July 01, 2026 – April 15, 2027 CLIN 1001 – Option 1: April 16, 2027 – July 15, 2027 CLIN 2001 – Option 2: July 16, 2027 – October 16, 2027 Evaluation Criteria: Technical: To be rated Acceptable , the Offeror must clearly demonstrate an understanding of the requirement and state that they can perform all tasks outlined in the Statement of Work (SOW) and HAZMAT Containers Procurement Policy, Attachment #1 . The Offeror must explicitly acknowledge and address the following technical elements in their proposal: Design & Fabrication — Ability to ensure all containers meet the specifications in
