Call for External Collaborator – The rapid assessment of the Labour Inspection System and process workflows in Papua New Guinea.

The International Labour Organization (ILO), supported by the Government of Australia, is implementing a three-year project to strengthen labour governance in Papua New Guinea (PNG). A key objective is to improve the capacity of the Department of Labour and Industrial Relations (DLIR) to enforce labour laws through stronger labour inspection services. In 2023, PNG ratified the ILO Labour Inspection Convention, 1947 (No. 81), committing the country to establish and maintain an effective labour inspection system for industrial and commercial workplaces. The Convention requires inspections to ensure compliance with labour laws relating to working conditions and worker protection, while also providing technical advice to employers, workers, and their organizations. At the same time, the Government is reviewing major labour laws, including the Employment Act 1978, Industrial Relations Act 1962, and Industrial Safety, Health and Welfare Act 1961. To support these reforms, the ILO plans to assess the current labour inspection system, including its organizational structure, mandates, data management practices, and workflow processes. The aim is to identify practical improvements that can increase efficiency and effectiveness despite existing resource limitations. The ILO is therefore seeking a qualified consultant to conduct a diagnostic review of the labour inspection system. The consultant will analyze how the system is organized and functions in practice, examine recurring procedures and workflows, and recommend areas for improvement. The assessment will help strengthen PNG’s compliance with ILO Convention No. 81 and provide a foundation for implementing the Labour Inspection Strategic Compliance Plan (SCP) and developing a cloud-based labour inspection and dispute resolution system. The consultancy is expected to run over approximately 2.5 months, from 15 June to 31 August 2026, involving 30 working days. A detailed work schedule will be agreed upon after signing
