The Government of Kenya has received financing from the World Bank (the Bank) towards the cost of the Second Kenya Urban Support Program (KUSP II) and intends to apply part of the proceeds for consulting services. 2. The aim of the consulting services (“the Services”) is to develop a comprehensive and scientifically robust baseline of the current conditions in Dadaab–Hagadera and Kakuma municipalities, and to contextualise these conditions through a structured retrospective analysis of their evolution since the early 1990s, in order to inform evidence-based policy, planning, programming, as well monitoring and future impact evaluation under KUSP II and the Shirika Plan. The Consulting Services is expected to be for a period of nine (9) calendar months from the date of contract commencement. 3.
