( as per Procurement Plan ): PH-DICT-557476-CS-INDV The Department of Information and Communications Technology (DICT) has received financing from the World Bank toward the cost of the Philippine Digital Infrastructure Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the hiring of a Cybersecurity Specialist who will support the implementation of Component 4 of the PDIP, focusing on enhancing network security across the Philippines. This includes developing cybersecurity policies, improving real-time threat response, building capacity within government agencies, and promoting cybersecurity awareness and education. The Specialist will work closely with the Project Manager, DICT and other stakeholders to achieve these objectives, ensuring that cybersecurity measures are robust, sustainable, and aligned with international best practices. The list of duties and responsibilities is provided in the detailed Terms of Reference (TOR) attached as “Annex A”. The engagement is a time-based contract for Twenty-Four (24) months period inclusive of a 6-month probation period. The location for this position is at the designated office of the DICT in Quezon City, Philippines.
