The Consultancy Services (“the Services”) include (i) Assess access to and utilization of education services, (ii) Identify barriers and enablers to participation, (iii) Assess the Assessment and certification mechanism, Socio-economic analysis of the current services and service delivery model/mechanism, (iv) Measure learning environment quality and inclusion, (v) Document best practices and innovations, (vi) Support adaptive management and policy dialogue, (vii) Generate actionable recommendations for program improvement and sustainable options for FDMN education and skill development including options for localization of supports, (viii) Advocacy for the alternative model, dissemination, model design for future opportunities Scope of Work of Service Providers includes: Surveys, Focus Group Discussion (FGDs), Dialogues, Regular monitoring, Financial and Economic Analysis,
