To carry out an independent evaluation of the project by undertaking Value for Money Assessment, Beneficiary Assessment and End of Program Evaluation covering interventions financed by IDA and AFD in order to assess the overall performance of the Project, and ii. To assess the extent to which the Project achieved its development objectives, delivered value for money, generated benefits for the target communities, strengthened institutional capacity development and established mechanisms for scaled settlement upgrading in future projects of a similar nature.
