The Government of Sri Lanka has received financing from the World Bank toward the cost of the Regional Empowerment through Vibrant, Inclusive, and Viable Economies (REVIVE) Project. The Ministry of Transport, Highways and Urban Development (MoTHUD), serving as the Executing Agency, intends to apply part of the proceeds for consulting services. 2. The consulting services (“the Services”) include the review and validation of conceptual master plans and feasibility studies; site surveys and engineering investigations; preparation of implementable, climate-resilient detailed designs, Good for Construction drawings, design calculations, technical specifications, bills of quantities, cost estimates and World Bank-compliant bidding documents; intermittent technical support during works procurement; full-time construction supervision and contract administration; and support during the Defects Liability Period for investments at the Gurunagar Fisheries Village Cluster in Jaffna and the Cod Bay Fisheries Harbour Cluster in Trincomalee. 3. The total duration of the assignment is expected to be approximately fifty-four (54) months: Phase A – Detailed Design, Bidding Documents and intermittent procurement support, twelve (12) months, including six (6) months for detailed design and up to six (6) months for procurement support; Phase B – Construction Supervision and Contract Administration, thirty (30) months; and Phase C – Defects
