REPUBLIC OF GHANA MINISTRY OF ROADS AND HIGHWAYS DEPARTMENT OF FEEDER ROADS REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Name of Project Ghana Market Access and Connectivity Project (GMACP)-Project Preparatory Grant Grant Number IDA-E6230 Assignment Title Engagement of a Road Safety Expert (Road Safety Auditor) under the Ghana Market Access and Connectivity Project (GMACP) Procurement Plan Ref Number GH-MRH-DFR-563246-CS-INDV Country of Delivery Ghana The Government of the Republic of Ghana has received a Grant from the World Bank toward the cost of the Project Preparation for the Ghana Market Access and Connectivity Project (GMACP), and intends to apply part of the proceeds for the Engagement of an Individual Consultant as a Road Safety Expert (Road Safety Auditor). The primary objective of this assignment is to undertake Road Safety Audits (RSAs) on all roads under Clusters 1, 2, 3, and 4 under the preparatory phase of the GMACP to ensure that all safety considerations are embedded in the feasibility and design stage reports for the road works. The consulting services ("the Services") will ensure that road safety considerations are fully integrated into the feasibility and detailed design process in accordance with the Ghana Road Design Manual, the MRH Low Volume Roads Manual, the World Bank Road Safety Screening and Appraisal Tool (RSSAT), and recognised international best practices. The Individual Consultant is expected to undertake the following activities among others: Review existing road conditions, crash history, community safety concerns and assess preliminary alignments for safety implications. Identify systemic road safety risks and recommend practical mitigation measures for incorporation into feasibility studies and preliminary designs. Undertake Road Safety Audits of detailed engineering designs, including geometric layouts, cross-sections, junctions, sight distances, road signs, road markings, pedestrian and cyclist facilities
