The Republic of Lebanon (hereinafter called “Borrower”) has received financing from the World Bank toward the cost of the Lebanon Emergency Assistance Project (LEAP) , and intends to apply part of the proceeds toward payments under the contract for “ Damaged Roads Clearing and Restoration in South Lebanon - Nabatiyeh Caza . For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The Council for Development and Reconstruction (CDR) now invites sealed Bids from eligible Bidders for the Damaged Roads Clearing and Restoration in South Lebanon - Nabatiyeh Caza , consisting of providing restoration works. 3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “ Procurement Regulations for IPF Borrowers - Sixth Edition, February 2025” , and is open to all Bidders as defined in the Procurement Regulations. The contract will be awarded to the Bidder offering the lowest evaluated cost to the Employer, subject that the selected Bidder meets the required qualification criteria, and the requirements as specified under paragraph 4 below. 4.
