REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) REPUBLIC OF UZBEKISTAN TASHKENT-ANDIJAN TOLL ROAD CONSTRUCTION PROJECT GFPP Grant No. TF0C8878 Project ID: P181937 Assignment Title: Preparation of Environmental and Social Reports and Studies for Phase 1 of the Tashkent-Andijan Toll Road Construction Project Reference No. (as per Procurement Plan): UZ-TAR-GFPP-01 The Republic of Uzbekistan has received financing from the World Bank toward the cost of the preparatory activities for the Tashkent-Andijan Toll Road Construction Project (“the Project”), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Environmental and Social (E&S) Assessment, as well as Scoping Study for the Tashkent-Andijan Toll Road Construction Project, following the requirements of the International Finance Corporation (IFC) Sustainability Framework (“IFC SF”), the World Bank E&S Framework (“WB ESF”), and Uzbekistan’s regulatory requirements. The services are expected to be carried out during 3-month period, starting from December 2026. The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest. The “Avtoyulinvest” Agency under the Committee for Roads now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Criterion 1 - Legal and Regulatory Expertise in PPP and Transport The firm shall provide evidence of: (a) A minimum of 5 years of institutional experience in legal advisory services related to PPP and transport transactions, including demonstrated expertise in Uzbekistan's national legislative framework governing PPP arrangements and road tolling.
