Reference No . (as per Procurement Plan): TJ-PMG-EFC-CS-QCBS-02 The Republic of Tajikistan has received financing from the World Bank toward the cost of the Sustainable Financing for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services for Lenders Technical Advisor of the ROGUN HPP (LTA) . ). The cost of the LTA contract will be covered by joint financing of the World Bank, the Asian Development Bank (ADB), and the Asian Infrastructure Investment Bank (AIIB). The objective of the assignment is to provide the participating Financiers with independent, high-level technical, environmental, social, occupational health and safety, cost, schedule, and operational assurance throughout construction, commissioning, and the initial operations-monitoring phase of the Rogun Hydropower Project. The Consultant will act independently of the Employer, PMG, the Project Management Consultant (PMC), the HSE Supervisor, the Panels of Experts, contractors, and other project participants, and will report directly to the participating Financiers. The scope of services includes, among others, the following: independently monitoring project implementation, construction quality, design progress, schedule, costs, budget, technical integrity, and compliance with the Financing Documents; reviewing the adequacy and effectiveness of the PMC’s construction supervision, quality management, dam-safety activities, project controls, contract administration, and document management; conducting regular site visits and maintaining permanent resident site presence during construction and commissioning, includ
