GENERAL PROCUREMENT NOTICE Lao People’s Democratic Republic Second Lao PDR Competitiveness and Trade Project (LCTP2) Finance, Competitiveness, and Investment, EAP PROCUREMENT NOTICE Grant No. TF No. D2315 Project ID No. P512702 The Ministry of Industry and Commerce (MOIC) of the Government of Lao PDR has received financing in the amount of US$1,980,296 equivalent from the World Bank toward the cost of the Second Lao PDR Competitiveness and Trade Project (LCTP2), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project is financed by the Australian Government through its Department of Foreign Affairs and Trade. The project will include the following components: Component A – Trade Facilitation: strengthening institutional trade capacity (non-tariff measures and transit facilitation) and supporting customs ICT capacity building; Component B – Business Environment: enhancement of business entry digitalization and strengthening public and private dialogue; and Component C – Project Management. International competitive procurement may include consulting services for business information portal, and for policy, technical, advisory support to the project. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (February 2025) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations .[1] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available , on the World Bank’s external website, MOIC’s website www.moic.gov.
