The Government of the Republic of Cabo Verde has received financing from the International Development Association (IDA) of the World Bank (hereinafter referred to as the “World Bank”) in the form of a Credit (hereinafter referred to as the “Credit”) under the First Additional Financing for the Cabo Verde Renewable Energy and Improved Utility Performance Projectfand intends to apply part of the proceeds consulting services for the: Recruitment of an Individual Consultant to Prepare a Roadmap for the Institutional Strengthening and Capacity Building of ONSEC – Transmission System Operator and Single Buyer in Cabo Verde’s Power Sector. 2. The objective of this consulting service (“the Service”) is to support management of ONSEC in the design and implementation of a roadmap for the institutional strengthening and capacity building of the company to efficiently carry out its roles of transmission network operator, system operator and single buyer in the power sector of Cabo Verde The assignment is expected to take about 18 months from the date of signing the contract. 3.
