REQUEST FOR EXPRESSION OF INTEREST (Consulting Services – Individual Selection) Finance Officer (Accountant) to support the Program Management Unit (PMU) at the Ethiopia Digital ID for Inclusion and Services Project Country Ethiopia Project Ethiopia Digital ID for Inclusion and Services Project Project ID P179040 Assignment Title Finance Officer (Accountant) Reference No. ET-NIDP-566402-CS-INDVS-INDV The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. The National ID Program (NIDP), the ultimate project implementer, intends to apply part of the proceeds for selecting an individual consultant. The National ID Program is looking for a Finance Officer (Accountant) to support the Program Management Unit (PMU) in the financial management and accounting of the Project. The position will support the PMU in ensuring that project funds are used for their intended purposes with due attention to economy, efficiency, effectiveness, transparency, and accountability, and in compliance with Government of Ethiopia requirements, the Financing Agreement, Project Implementation Manual (PIM), and World Bank financial management and disbursement requirements. Key Responsibilities Execute the overall financial management activities for the Project consistent with applicable agreements, manuals, and project documents. Work closely with the Financial Management Specialist on budgeting, accounting, internal controls, fund flows, financial reporting, and audit matters. Support annual planning and budgeting and the process of incorporating the project budget into the Government budget. Maintain budget discipline and report budget variances and the reasons for such variances to the Financial Management Specialist. Support the preparation and submission of budgets and ensure that relevant development-partner requirements are appropriately captured. Implem
