Specific Procurement Notice Request for Bids (One-Envelope Bidding Process) Employer: Department of Forests and Park Services (DoFPS), Ministry of Energy and Natural Resources (MoENR) Project: Accelerate Bhutan’s Job Transformation through Renewable Natural Resource Value Chains (P506825) Contract Title: Construction of Wood Innovation and Technology Hub (Laboratory) at Ugyen Wangchuck Institute for Forestry Research and Training (UWIFoRT) Site: Lamai Goampa, Bumthang Country: Bhutan Grant No.: IDA-E4690 RFB No: MoENR/DoFPS/WKS3 Issued on: October 2, 2026 The Royal Government of Bhutan intends to apply for financing from the World Bank toward the cost of Accelerate Bhutan’s Job Transformation through Renewable Natural Resource Value Chains (P506825) to be implemented by DoFPS, MoENR , and intends to apply part of the proceeds toward payments under the contract for Construction of Wood Innovation and Technology Hub (Laboratory) at Ugyen Wangchuck Institute for Forestry Research and Training (UWIFoRT). The Accelerate Bhutan’s Job Transformation through Renewable Natural Resource Value Chains to be implemented by DoFPS, MoENR now invites sealed Bids from registered W3 medium national contractor as registered with Bhutan Construction and Transport Authority (BCTA) for the Construction of Wood Innovation and Technology Hub (Laboratory) at Ugyen Wangchuck Institute for Forestry Research and Training (UWIFoRT), Bumthang. Bidders may Bid for one or several contracts, as further defined in the Biding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. Bidding will be conducted through Request for Bids (RFB) following National Market Approach as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
