Specific Procurement Notice Request for Bids Plant Design, Supply and Installation of the Battery Energy Storage Systems (BESS) Testbed Employer: Moroccan Agency for Sustainable Energy (Masen) Project: Morocco Energy Storage Testbed Project (Testbed Project) Contract title: Design, Supply, Installing, Commissioning, and Training of the BESS Testbed Country: Kingdom of Morocco Grant No.: ESMAP TF0C4720 RFB No: 13/2026/MASEN Issued on: October 14th, 2026 1. The Moroccan Agency for Sustainable Energy (Masen) has received financing from the World Bank toward the cost of the Morocco Energy Storage Testbed Project, and intends to apply part of the proceeds toward payments under the Contract for Design, Supply, Installing, Commissioning, and Training of the BESS Testbed. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Moroccan Agency for Sustainable Energy (Masen) now invites sealed Bids from eligible Bidders for the design, supply, installation, testing, commissioning, training and handover of a complete and operational Battery Energy Storage System Testbed at the Noor Ouarzazate R&D Platform, including all equipment, systems and associated civil and electrical works required to test and characterize industrial BESS, to be completed within the period specified in the Contract and in accordance with the functional and performance requirements set out in the Employer’s Requirements. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised version September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4.
