Ukraine has received financing from the International Bank for Reconstruction and Development (IBRD) (“Bank” or “World Bank”), acting as administrator of the Ukraine Relief, Recovery, Reconstruction and Reform Multi-Donor Trust Fund (URTF) (https://www.worldbank.org/en/programs/urtf), toward the cost of the Repairing Essential Logistics Infrastructure and Network Connectivity (“RELINC”) Project and intends to apply part of the proceeds toward payments under the contract for “Procurement of Maritime Tug with Azimuth Thrusters”. 2. State Enterprise “Ukrainian Sea Ports Authority” (“Purchaser”, Ukraine), which is the implementing agency for component "Scaling-up Danube River Critical Logistics Chains" of the RELINC Project, now invites quotations from eligible Suppliers for the Goods and the Related Services described in Annex 1: Schedule of Requirements to the Request for Quotations. 3. Procurement will be conducted through open international competitive procurement process using a Request for Quotations (RFQ). The RFQ procurement process (RFQ No. RLNC-USPA-E-2-1) shall be carried out in accordance with the “World Bank Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), which are published on the World Bank's website. 4.
