The development, in collaboration with the Health Mission team, innovation and intervention ‘owners’ and lead investigators, of appropriate health economic metrics to capture for each real-world clinical evaluation. 3. The provision of a comprehensive health and wider economic analysis of the outputs from the individual intervention or innovation real world evaluation studies. 4. The provision of a report that aggregates the health economic lessons from the real-world clinical evaluation and build a model of their impact were they to be adopted as a standard of care in the NHS across the UK 5. The provision of consulting services to additional work packages as agreed with the Health Mission team from time to time. What Would It Take? Community Support for Children Affected by Disabilities

As part of our What Would it Take children's services 5 year plan, West Dunbartonshire HSCP are keen to develop community based support for children and young people with disabilities and their families. We have made a Promise to listen to families views experiences and we will integrate these into how we develop our service. We would like to partner with an experienced and creative provider(s) to bring together a needs led and adaptable service, that can support children and young people at home and in their communities with an evidence based, whole family support approach. We would like to invite interested providers to attend a consultation event on Tuesday the 28th July, at the HSCP offices in 16 Church Street, Dumbarton, G82 1QL. Market Engagement for the Provision of Managed Waste Services

Following completion of preliminary market engagement, the Authority has reviewed its proposed procurement strategy for waste management services. The original intention was to procure a Total Managed Waste Service contract covering all waste streams. However, feedback received during market engagement, together with the Authority's subsequent review, has resulted in a revised approach to market. The Authority now intends to undertake four separate procurement exercises as follows: General, Recycling, Glass and Food Waste Services – procurement anticipated to be issued in Summer 2026. Clinical Waste Services – procurement anticipated to be issued in Summer 2026. Confidential Waste Services – procurement anticipated to be issued in Autumn 2026. WEEE (Waste Electrical and Electronic Equipment) Services – procurement anticipated to be issued in Winter 2026/27. The Authority reserves the right to amend the scope, structure and timing of these procurements. Provision of Cambridge City Centre District Heat Network

Since June 2023 Cambridge City Council has been working with consultants and academic partners to develop an Outline Business Case for a City Centre District Heating Network. Detailed Project Development has now completed, proposing a low carbon network using air source and river source heat pumps, and supported by a transition to electric boilers from gas boilers to supplement peak heat demand. This work has been brought forward through a partnership between the City Council, the County Council, and 19 Academic institutions with significant heating demand in the city centre. Connections to many of these partner heat loads now forms the basis of the Minimum Viable Product identified for delivery through a Partner-invested Joint Venture Partnership, and with strategic ambition to expand such a network across the City in the long term, informed by an informal Heat Zoning review which has also been completed. A Cambridge City Centre Heat Network represents a timely and valuable opportunity for Cambridge's academic institutions and public-sector organisations, who all share ambitious decarbonisation goals, and we are now seeking expressions of interest from potential partners who wish to be appointed to the established partnership to provide Design, Build, Operation and maintenance Services, inclusive of metering and billing. We feel that establishment of a new district heating network in a city of Global significance is a momentous opportunity, and we wish to procure a DBOM partner who shares our vision and understanding of the opportunities which this may bring. Wirral Council is undertaking early market engagement to help shape the future design of our health and wellbeing services for ethnic communities across Wirral. Public Health aim to engage service providers who can deliver initiatives that improve health and wellbeing outcomes for ethnic minority communities across Wirral. These communities experience a range of daily challenges and barriers that increase widening health inequalities. This Pre-Market Engagement (PMQ) exercise forms part of the Council's commissioning process and will support informed, strategic decision-making in advance of the re-procurement for both the Migrant Wellbeing Project and the Ethnic Minority Health Improvement and Inequalities Programme, which are due to expire in March 2027. Subject Matter Wirral's ethnic population includes people not born in the UK who have arrived here through a variety of immigration routes including asylum seekers and refugees, as well as economic migrants and visa holders. Many individuals from minority ethnic backgrounds experience stigma, discrimination and racism. These factors create further external barriers, deepen inequalities and contribute to poorer mental health. We are inviting providers to share their ideas, innovations, and capabilities to help us shape the future of Migrant Health in Wirral. Lichfield District Council are looking for suppliers of software to manage its new Building Safety Levy responsibilities, including recording, collecting and paying the levy on behalf of the Central Building Control Partnership councils. The partnership is a shared Building Control service consisting of six councils across the West and East Midlands, which is hosted by Lichfield District Council. It is important therefore that any data stored in systems is identifiable by council area, and can be easily extracted if local government reorganisation leads to changes within the partnership. Consideration may be given to software that includes a back office system for Building Control, provided it can be linked to other existing software in other teams such as Land Charges.
Sensory Impairment Rehabilitation Service in Herefordshire - Market Engagement RFI

Herefordshire Council is undertaking a preliminary market engagement exercise in accordance with the Procurement Act 2023 and is issuing this Request for Information (RFI) to identify organisations with the capability and interest to provide a Sensory Impairment Rehabilitation Service for adults with visual impairment, hearing impairment and/or dual sensory loss across Herefordshire. The service is expected to provide specialist sensory impairment rehabilitation support that promotes independence and enables people to manage the impact of sensory loss on daily living, communication, mobility, access to information, and social participation. The purpose of this RFI is to help the Council better understand the current market, including available service delivery models, innovative approaches to provision, market capacity, and supplier interest in a potential future procurement opportunity. The Council is currently considering arrangements for a new contract, anticipated to commence in February 2027. The contract term has not yet been determined; however, the Council is currently considering a contract duration of up to 5 years. As the service specification is currently under development, the Council welcomes responses from organisations with relevant expertise and experience. Information gathered through this RFI will be used solely to inform the Council's commissioning intentions, service design and procurement approach. This RFI does not constitute a call for competition, invitation to tender, award procedure, or commitment by the Council to undertake any future procurement exercise.

The London Borough of Harrow is preparing to re-procure its contact for Third Sector Support Services, which expires on 31st December 2026. The Third Sector Support Service is an infrastructure support service for Harrow's Voluntary and Community Sector (VCS), comprising voluntary, community, faith and social enterprise organisations operating across the borough. The service provides capacity-building and development support to strengthen organisational sustainability, governance, workforce and volunteer development, quality improvement, funding readiness and partnership working. The Council's future commissioning intentions are focused on increasing access to support across the sector, attracting additional investment into Harrow, improving governance and quality standards, growing volunteering opportunities and fostering stronger collaboration between organisations to deliver positive outcomes for residents.
Sudan Stability Programme (SSP)

The Foreign, Commonwealth and Development Office (FCDO) are exploring the option to procure a delivery partner/consortium who can lead our work on civil society and protection of civilians in Sudan for The Sudan Stability Programme (SSP). The SSP is a new programme following on from the Sudan Stability and Growth Programme (SSGP), which aims to continue and deepen the UK’s conflict resolution and mitigation work previously delivered. With no permanent UK presence in Sudan and a rapidly evolving conflict environment, the SSP will support local civil society, strengthen civilian protection, and reinforce national and regional diplomatic efforts. Building the conditions for a national-level dialogue with engagement from civil actors. The SSP’s key objectives are to: • Support grassroots civil society groups and local conflict management as means to promote social cohesion and mitigate protection risks. • Strengthening local governance institutions and promoting inclusivity, particularly considering women and other marginalised groups. • Countering misinformation, disinformation and hate speech • Producing continual conflict and political analysis that informs programmatic interventions and a broader Thinking and Working Politically approach that supports diplomatic efforts. The SSP is expected to have an overall value of up to £39 million over five years, with this specific contractual component expected to receive approximately £30 million (£6 million annually). Subject to internal approval and funding confirmation, programme delivery is expected to begin in FY 2027.
Framework for Purchase, Installation and Maintenance of Road Traffic Safety Cameras

The framework comprises of the purchase and maintenance of Road Traffic Cameras (Speed, Red Light and Average Speed) along with the remedial maintenance and purchase of non-operational camera housing across the West Yorkshire region. Kirklees Council is part of the West Yorkshire Safety Camera Partnership comprising West Yorkshire Police, West Yorkshire Magistrates Court Service, Highways England and 5 local authorities (Bradford, Calderdale, Leeds and Wakefield are the other 4). The framework will consist of 5 Lots: Lot 1 - Purchase and Maintenance of Speed Cameras Lot 2 - Purchase and Maintenance of Average Speed Cameras Lot 3 - Purchase and Maintenance of Red Light Cameras Lot 4 - Purchase and Maintenance of Combined Red Light and Speed Cameras Lot 5 - Remedial Maintenance Lots 1-4 will include a call-off mechanism for purchasing both individual cameras and multiple units. The successful supplier will also be responsible for maintaining each camera for up to 10 years. All cameras must include a 12-month warranty, with additional maintenance packages available for years 2-5 and 6-10. Lot 5 will include safety inspections, painting, damage repair and removal of all older cameras in the West Yorkshire area.

Market Engagement Exercise for London’s Violence Reduction Unit (VRU) MyEnds 3.0 Programme

The VRU has conducted an engagement exercise with stakeholders and conducted a review of the existing offer in London. We are now seeking to recommission the service to ensure London continues to deliver a high-quality, community led and effective violence reduction intervention model for young people. MyEnds 3.0 is an evolved version of the flagship VRU MyEnds programme which will run from April 2027 until March 2029. This new iteration will allow us to implement key learning from the MyEnds programmes and strengthen the key components of the overall programme design, optimising innovation with more targeted strategic alignment. Background to Current Service : The MyEnds programme utilises a hyper-local approach to address needs in neighbourhoods across the capital that are most affected by high and sustained levels of violence. The core model endorsed by the VRU for this programme is based on the empowerment of communities, recognising the critical role and collective impact community stakeholders have in local violence reduction initiatives. This is achieved through the delivery of key activity strands, including strengthening local partnerships, young people and community participation, capacity building of the grassroots sector, and the delivery of locally informed interventions. Evidence shows that a community-led approach, by those who know their area and its challenges best, is the most effective way to prevent violence. MyEnds provides communities with the tools and resources to deliver their own prevention measures. This includes support networks for parents and carers, after-school activities, youth work in neighbourhood youth clubs, mentoring and targeted support interventions. Service Requirements The VRU Area Prioritisation Tool, previously used to identify areas for the 2019 MyEnds pilot and MyEnds 2.0, has been refreshed with updated data and metrics to identify eligible locations for MyEnds 3.0. Redcar and Cleveland Borough Council ("the Lead Authority'') is acting as the Lead Authority on behalf of the North-East Procurement Organisation (NEPO) and its Member Authorities, in respect of a bespoke Flexible Procurement solution under the Public Contract Regulations 2015 (as amended), within the Social and Other Specific Services Procurement Route. The bespoke flexible procurement solution will be known as the Flexible Procurement Agreement (Contract), for Independent Foster Care Services. This Contract commenced 01 July 2022 for an initial 3 years with 3 x 12-month options to extend. Newcastle City Council was the Lead Authority for the initial contract period, with Redcar and Cleveland Borough Council becoming the Lead Authority for the contract from 01 July 2025. The Contract will be open at a frequency determined by the Council to maintain sufficient placement capacity on the solution and to allow Provider applications to join the solution.
