Sensory Impairment Rehabilitation Service in Herefordshire - Market Engagement RFI

Herefordshire Council is undertaking a preliminary market engagement exercise in accordance with the Procurement Act 2023 and is issuing this Request for Information (RFI) to identify organisations with the capability and interest to provide a Sensory Impairment Rehabilitation Service for adults with visual impairment, hearing impairment and/or dual sensory loss across Herefordshire. The service is expected to provide specialist sensory impairment rehabilitation support that promotes independence and enables people to manage the impact of sensory loss on daily living, communication, mobility, access to information, and social participation. The purpose of this RFI is to help the Council better understand the current market, including available service delivery models, innovative approaches to provision, market capacity, and supplier interest in a potential future procurement opportunity. The Council is currently considering arrangements for a new contract, anticipated to commence in February 2027. The contract term has not yet been determined; however, the Council is currently considering a contract duration of up to 5 years. As the service specification is currently under development, the Council welcomes responses from organisations with relevant expertise and experience. Information gathered through this RFI will be used solely to inform the Council's commissioning intentions, service design and procurement approach. This RFI does not constitute a call for competition, invitation to tender, award procedure, or commitment by the Council to undertake any future procurement exercise.
