Health New Zealand (Health NZ) is providing this Advance Notice to inform the market of its intended procurement approach for Professional Services supporting the Regional Hospital Redevelopment Programme (RHRP) Tranche 2. This notice is intended to provide suppliers with early visibility of the proposed procurement direction, enable organisations to begin considering potential partnering arrangements, and assist the market in planning capability and resources. It also provides an opportunity for Health NZ to receive early market feedback before finalising the Procurement Plan and Request for Proposal (RFP). This Advance Notice is issued for information and market engagement purposes only. It does not constitute a request for proposals, create any contractual commitment, or represent a final procurement approach. The Regional Hospital Redevelopment Programme (RHRP) is part of Health NZ's wider Building Hospitals Better programme and supports the long-term redevelopment of regional hospital infrastructure across New Zealand. Tranche 2 currently includes the planned redevelopment programmes for: • Hawke's Bay Hospital • Tauranga Hospital • Palmerston North Hospital Unlike previous procurement activities focused on physical works, this procurement relates to the establishment of programme-level Professional Services capability to support planning, governance, coordination and delivery across the Tranche 2 programme.

Legislation Services Panel

This is a standing invitation for applications from individuals who are interested in becoming Suppliers. This legislation services panel replaces an existing legal services panel that was established in 2016 and expired in 2022. The purpose of the previous panel was to provide additional legislative drafting and related support services to assist the Parliamentary Counsel Office (PCO) in managing peak workflows. The key objective of this procurement is to establish a new panel under an open syndicated contract (and the PCO reserve the right to add suppliers during the life of the contract) to support the PCO and other agencies needing legislative drafting and related support services. The panel will also help build capability in drafting secondary legislation not drafted by the PCO as participating agencies will be able to use suppliers to assist them in drafting and developing secondary legislation. This panel will also increase access for suppliers to Government legal, policy and legislative design work. The panel will be called upon to undertake the work as and when necessary. Suppliers of the panel may select 1 or more areas for which they are interested in providing those services. The legislation services panel sits alongside the AoG External Legal Services panel and is led by the Parliamentary Counsel Office (the PCO). The key difference is the legislation services panel will have named individuals who provide specialised legislative drafting, design and related services to the PCO and participating agencies. The named suppliers will not necessarily be on the AoG contract. The panel supports PCO’s wider objective under the Legislation Act 2019 of promoting high-quality legislation that is easy to find, use, and understand and, to that end, to exercise stewardship of New Zealand's legislation as a whole. Certain areas of legal work, not related to legislation services are not within scope of this panel, including litigation, mediation and arbitration work.

QLDC Chipseal, Microsurfacing & Asphalt 26/27

This procurement is for the chipseal (110,000m2), asphalt (28,000m2) and micro surfacing (12,000m2) components of the QLDC Forward Works Programme for the 2026 -27 financial year. Additionally, there is one Structural asphalt site (3000m2) on Fernhill Road that is being included in this contract for efficiencies of delivery and scale of the combined asphalt work. Whitecliffs Bridge Replacement - Design and Construct

The Selwyn District Council intends to procure a Design and Construct (D&C) contractor for the replacement of the existing Whitecliffs Bridge over the Selwyn River. The existing bridge has reached the end of its service life and will be demolished and replaced in the same general alignment. The new bridge is expected to be a single‑lane structure with a separated pedestrian footpath, along with associated road, civil, and utility works. The scope includes detailed design, demolition of the existing bridge, construction of the replacement bridge, approach road works, barriers and safety works, utility relocations, traffic management, environmental and cultural management, and project handover.

As part of the LCLR Minor Works Programme QLDC has been considering improvements to key intersections within Wanaka. One such intersection is the Golf Course Road – Ballantyne Road intersection. This is the main project within this tender, however, the intersection of McDougall Street and Brownstown Street has also been proposed for improvements. Given potential interaction between the two intersections, particularly in terms of possible detour routes, the two projects have been combined into one tender. QLDC’s main focus is to deliver the Golf Course Road – Ballantyne Road Intersection prior to the end of the current 3 year programme on 30 June 2027. The proposed roundabout will also serve the future connection to the Three Parks development via a currently unnamed road. The roundabout is proposed in an elongated (peanut) form due to land restrictions, and will accommodate pedestrians on all arms and cyclists both on- and off- carriageway. To reduce entry and exit speeds ramps are proposed on all arms. As part of the works overhead power lines will be adjusted, and a section of a new watermain will be installed. Improved stormwater management will attenuate design flows in underground soakage tanks. The second project is to complete the proposed roundabout McDougall/Brownston St. QLDC is seeking a Contractor who has the resources and capability to manage and deliver both projects effectively.

The purpose of this RFP is to invite parties to submit proposals to provide offers for an Electricity supply contract or contracts for Watercare Services Limited (“Watercare”) that covers un-contracted supply and could extend as far as 2040.
