BACKGROUND OF THE PROJECT On December 17, 2024, a 7.3 magnitude earthquake struck Vanuatu, causing widespread damage to infrastructure, public buildings, and housing. The World Bank, through GFDRR, has prepared a Global Rapid Post-Disaster Damage Estimate Report (GRADE), estimating total direct economic damages at USD 197 million (17% of Vanuatu’s 2023 GDP). Buildings (public and private) accounted for 69% of damages, while infrastructure comprised 27%. Given the significant impact on Port Vila's CBD, infrastructure and housing, including limited access and the need for large-scale reconstruction, the Governments have recognized the need for a "Build Back Better" approach. This includes resilient urban planning, improved infrastructure, and better housing standards. The Ministry of Internal Affairs (MoIA), through its Department of Urban Affairs and Planning (DUAP), is seeking to engage a Project Manager to oversee and coordinate the recovery efforts under MoIA’s jurisdiction. These efforts include activities (works, goods, and services) funded by the World Bank, other aid and donor agencies, and the Government of Vanuatu. This position is funded under the Vanuatu Affordable and Resilient Settlements (VARS) Project and will play a key role in ensuring effective, transparent, and timely implementation of recovery initiatives.
