Bus Contract Management System (Bus CMS)
Transport for Wales
Transport for Wales (TfW) is seeking a supplier to provide, implement and support a Contract Management System (CMS) to underpin the delivery of franchised bus services across Wales. The Welsh bus network currently comprises around 700 routes, tendered individually by local authorities within a deregulated market. On behalf of Welsh Ministers, TfW will transition this network to a franchised model by 2030, adopting a four-phase regional rollout (South West Wales, North Wales, South East Wales, Mid Wales). It is anticipated that approximately 120 total contracts will be let across those phases. Managing contracts of this number and complexity requires a single system that can scale with each phase, hold data and contractual obligations consistently across the whole network and support accurate performance and payment management. The central aim is to automate as much of the contract management process as possible, reducing manual intervention and minimising risk of error. The system is required to support five core contract management processes: Contract recording and general compliance Contract change Performance management (including an incentive and deduction regime) Operator payments Asset reporting/management for fleet and depots These processes will be supported by four key features: Contract register Performance management module (PMM) Payment performance calculator (PPC) Operator access portal The CMS must integrate with a range of TfW systems, in some cases through TfW middleware. A maximum of 7 integrations is anticipated for day one. A minimum of 150 licenses will be required once the network is fully franchised, comprising at least 30 internal TfW users and at least 120 external operator users, with tiered role-based-access controls. The supplier will also provide implementation, training for TfW teams and c.100 bus operators, and ongoing support and maintenance. The contract will be awarded under the Competitive Flexible Procedure of the Procurement Act
Chiltern Railways - Compass System Replacement
THE CHILTERN RAILWAY COMPANY LIMITED
Chiltern Railways is undertaking preliminary market engagement in relation to the potential procurement of one or more software solutions to replace its existing Compass system, which is due to become unsupported from December 2027. The anticipated requirement comprises three principal areas: Operational event and incident logging; Delay monitoring, analysis and reporting, including the receipt and processing of train performance data from Network Rail's TRUST system; and Performance action logging and tracking. Chiltern is seeking to understand whether these requirements are best delivered through a single end-to-end solution, separate modules or specialist systems integrated with one another. The outcome of this market engagement will help determine whether any future procurement is undertaken as a single contract, separate lots or separate procurement exercises. The anticipated scope of supply may include: Software licensing or subscription services; System hosting; Implementation, configuration and any required development; Migration of current and historical data from Compass; Integration with Chiltern and external systems, including TRUST; Testing and user acceptance support; Training and change-management support; Ongoing technical support, maintenance and system updates; and Backup, business continuity and disaster-recovery arrangements. The current system has approximately 329 named users. All 329 users have access to the Events module, approximately 289 have access to the Delays module and approximately 311 have access to the Action Tracking module. Of the 329 named users, 208 have logged into the system during 2026. A significant proportion of users require read-only access. Chiltern anticipates that the replacement solution will primarily be delivered as a hosted or software-as-a-service solution, although suppliers are invited to propose alternative delivery models where appropriate. The estimated contract value, contract duration and final procurement
Passenger Transport Booking App - Market Engagement
Milton Keynes City Council
Milton Keynes City Council (MKCC) is seeking market engagement with suppliers of public transport booking, ticketing and Mobility as a Service (MaaS) solutions. The engagement has two objectives: 1. To assess market interest in providing a booking application for MK Tech Week 2026, supporting the pilot operation of Ohmio autonomous shuttles within Central Milton Keynes. The pilot will provide an opportunity to test integration between autonomous vehicle services and third-party booking platforms, explore passenger management for driverless services, and evaluate the commercial viability of a future flexible transport service. 2. To understand the capabilities of MaaS and integrated ticketing platforms that could support MKCC's longer-term transport ambitions, including franchising opportunities, multimodal ticketing, demand responsive transport, integrated journey planning, data-driven network design, and seamless interchange across transport modes. MKCC invites organisations to share information on their products, integration capabilities, booking and payment functionality, data and analytics services, ticketing solutions, and experience supporting autonomous, flexible, or multimodal transport services. Feedback will help inform the Council's future approach to public transport innovation, integrated mobility services, and network development across Milton Keynes.
