The Mums Matter programme is a well evidenced, co produced intervention designed with mums for mums, directly addressing a significant service gap for women experiencing mild to moderate perinatal mental health difficulties. With national data showing that up to 20% of women experience perinatal mental health problems and fewer than half receive adequate support, the need for accessible, community-based provision is clear. Mums Matter offers a structured six week programme incorporating CBT informed approaches, mindfulness, peer support, and self guided learning, supported by practical enablers such as onsite childcare and family supporter sessions. This comprehensive model ensures accessibility, engagement, and sustained recovery beyond the intervention period. The programme delivers strong, measurable outcomes, with approximately 79% of participants no longer meeting clinical thresholds for depression and 72% for anxiety, alongside improved wellbeing, and social connection. These results demonstrate clear impact, support early intervention priorities, and reduce demand on higher intensity services. Participant feedback consistently highlights increased confidence, reduced anxiety, and the value of shared experience, evidencing high satisfaction and meaningful change. The model aligns closely with NHS priorities around early intervention, prevention, and community based care, offering a proven, accessible, and cost effective solution. Taken together, these factors make Mums Matter the most suitable provider for delivering this service. Representations by providers must be made to decision makers by 24/07/2026 to cwp.contracts@nhs.net. This contract has not yet formally been awarded; this notice serves as an Prior Information Notice following the most suitable provider process under PSR.

Sheffield Experts at Hand MDT Model; Speech, Language and Communication and Occupational Therapy Services - Market Engagement

SCC intends to procure two services. A Speech, Language and Communication support service and an Occupational Therapy support service that will: • Provide expert advice, assessment, and intervention for children and young people with speech, language and communication needs (SLCN) and occupational therapy (OT) needs. • Support delivery of the Experts at Hand multidisciplinary team (MDT) model within education settings in line with DfE Experts at Hand Guidance . • Contribute to both direct clinical input and indirect support, including: o Workforce training and capability building. o Advice to education staff and families. o Participation in multi-agency planning. The services will form part of a broader MDT offer alongside professionals such as Educational Psychologists, Specialist Teachers and other health professionals, enhancing capacity within the system to provide support for schools, children and their families.

Home Care Framework

Bracknell Forest Borough Council

Bracknell Forest Council will be creating a new framework for domiciliary care for adults and older people in the Bracknell Forest geographical area, to replace the existing framework which will cease in 2027. Currently the new Framework will be for new placements only - all existing care packages will remain with their existing care providers unless removed for other reasons. However, if a provider on the current Home Care Framework is successful in joining the new Framework, their care packages will be novated to the new Framework terms and conditions. Interested parties should note though that this is under consideration and the disposition of existing packages in respect of the new framework may be subject to change prior to tender publication and may form part of pre-market engagement and consultation, should the Council choose to conduct preliminary market engagement.

National Framework Agreement for the provision of Mental Health and Wellbeing Services

This is a Provider Selection Regime (PSR) intention to award notice. The overall aim of the Framework Agreement is to provide Mental Health and Wellbeing services for young people, adults or both. The Framework intends to cover a range of services that fall within the scope of Mental Health and Wellbeing services, delivered either virtually or in person. This is a Framework under The Health Care Services (Provider Selection Regime) Regulations 2023 and The Health Services (Provider Selection Regime) (Wales) Regulations 2025 In accordance with Regulation 17 of The Health Care Services (Provider Selection Regime) Regulations 2023 and Regulation 17 of The Health Services (Provider Selection Regime) (Wales) Regulations 2025, the Framework will be open to applications from new potential Providers during the Term of the Framework. Previously appointed Providers are NOT obliged to re-apply. Further 'Intention to Award' notices will be published as and when new Providers are appointed.

Integrated Healthcare Services to Haslar Immigration Removal Centre (IRC)

NHS England South East (NHSE) (the Commissioner) is seeking to commission prime-provider led integrated healthcare services at Haslar Immigration Removal Centre (IRC). IRCs provide primary medical services to foreign nationals awaiting decisions on their asylum claims or awaiting deportation following a failed application. Interested providers should have the capacity and capability to provide an outcome focused, integrated and patient centred primary healthcare service, equivalent to that available to the local community, for the IRC. The service will deliver a comprehensive range of services in-house, to include physical health, mental health, substance misuse and dental services; please refer to the service specifications(s) for a full list of services. NHSE will hold a contract with the prime provider, who in turn can directly provide care and/or subcontract care to other specialist providers. Haslar IRC is located in Gosport, Hampshire and is due to have a maximum operational capacity of 600 male residents. The initial operational capacity, over the first three years of the contract, is expected to be 130 residents. Post this term of the contract, there is expected to be an incremental increase in occupancy, as residents are placed there, ramping up to full operational capacity. The Contract term is expected to be 7 years and 6 months (inclusive of the mobilisation period). The maximum total contract value (exclusive of the mobilisation period) is £19,052,186. This procurement is being carried out by NHS South, Central & West (SCW) on behalf of the commissioners. SCW is currently subject to restructuring, and the management of this procurement may therefore move to a successor at some point during the procurement process. Bidders will be informed of any such change, and any administrative changes because of it.

Services to Support Dementia Care (potential PSR framework)

Pre-market engagement for a potential framework agreement (under the PSR) for services to support dementia care. Countess of Chester Hospital NHS Foundation Trust Commercial Procurement Services seeks to engage with providers with a view to developing a framework agreement for services to support dementia care under the Provider Selection Regime and Provider Selection Regime (Wales), together the PSR. Framework agreements are defined in Regulation 16 of the PSR. Any framework agreement will introduce standardised processes, thus reducing duplication of effort for Relevant Authorities and providers. Ensuring that framework agreement providers meet the highest standards, and facilitating delivery of improvements will improve service-user experience. Ideas under consideration are that a framework agreement will facilitate contracts for services set out in the 'Modern Service Framework for Dementia and Frailty' for the NHS in England as and when this is published, including any similar Service Framework for the NHS in Wales; and/or will facilitate contracts for services to deliver improvement opportunities identified by a Relevant Authority using the Dementia 100 pathway assessment & improvement tool (or an equivalent tool). The purpose of this pre-market engagement notice is to invite providers to help us to develop a framework agreement service specification. Milton Keynes City Council (MKCC) is a partner in the Adoption Connects Regional Adoption Agency (RAA), alongside Central Bedfordshire Council. As a statutory Adoption Agency and Fostering Service, the Council is required under the Adoption Agencies Regulations 2005 and the Fostering Services (England) Regulations 2011 to appoint a registered medical practitioner to act as its Medical Adviser in respect of adoption and fostering. This role supports the health-related decision-making processes for children and prospective carers involved in adoption and fostering. The purpose of this service is to provide and ensure the availability of timely, high-quality medical advice for all MKCC Adoption and Fostering decisions. The service will support statutory compliance and best practice in health assessments, enabling panels and decision-makers to make informed recommendations, and contribute adequately to safeguarding and permanence planning. It will also ensure all health information is interpreted accurately and shared with prospective adopters and foster carers, empowering them to make informed decisions about the care of children.

The COL require an experienced OHP for 1 day per week for 45 weeks of the year spread evenly throughout the year. This part of the contract could be delivered by an Associate of the Faculty of Occupational Medicine (AFOM). The COLP require an experienced OHP for 1 day per week for 45 weeks spread evenly throughout the year plus up to 17 days additional days. The additional days are to meet the Force requirement for recruitment and associated management meetings relating to recruitment and fitness to work procedure and advice. This part of the contract requires a Member of the Faculty of Occupational Medicine (MFOM) The OHP is scheduled to see 4 or 5 referral clients per day, or up to 5 candidates per day for recruitment medicals. The combined requirement is for between 90 days of OHP time with an additional up to 17 days depending on police officer recruitment demand. This could be delivered by: • One OHP • Two separate OHP’s • Two OHP’s where one is more experienced and prepared to supervise / support an Associate of the Faculty of Occupational Medicine. The COL / COLP would require a regular named OH physician to deliver the service. The service would not expect there to be changes in the named physician delivering the service. (No more than 2 changes per year would be acceptable) The contract would be for 2 years plus 2 years following performance review. OHPs working on this contract are likely to be required to be Police vetted. All applicants are to demonstrate that they have a 3-year period of residency in the UK immediately before commencing working. The Authorities decision in relation to any vetting issues is final.
