The aim of this Framework is to provide Relevant Authorities with fully compliant solutions which supplement the delivery of patient care by Relevant Authorities in line with the NHS' core Key Performance Indicators and standards. The Framework has two Lots. Lot 1 Insourced Clinical Services Lot 2 Outsourced Clinical Services Insourced Services are clinical services which are delivered on the premises of the contracting Relevant Authority and may use that organisation's equipment. Outsourced Services are clinical services which are delivered on premises owned or operated by the Provider. Insourced and Outsourced Services will include the full range of Surgical and Medical specialties and sub-specialties. The specialties and sub-specialties are those listed by the various Surgical and Medical Royal Colleges. This is a Framework under The Health Care Services (Provider Selection Regime) Regulations 2023 and The Health Services (Provider Selection Regime) (Wales) Regulations 2025. In accordance with Regulation 17 of The Health Care Services (Provider Selection Regime) Regulations 2023 and Regulation 17 of The Health Services (Provider Selection Regime) (Wales) Regulations 2025, the Framework will be open to applications from new potential Providers during the Term of the Framework. Previously appointed Providers are NOT obliged to re-apply. Further 'Intention to Award' notices will be published as and when new Providers are appointed.

National Framework Agreement for the Provision of Autism andADHD Assessment Services

The Countess of Chester Hospital NHS Foundation Trust wishes to establish a Framework Agreement under the Health Care Services (Provider Selection Regime) Regulations 2023 (and as amended) (the PSR) for use by all Relevant Authorities (and any future successors to these organisations). "Relevant authority" is defined in section 12ZB(7) of the National Health Service Act 2006. It means a combined authority, an integrated care board, a local authority in England, NHS England, an NHS foundation trust or an NHS trust established under section 25 of that Act. For the avoidance of doubt, any successor bodies of any of the above entities shall be entitled to place Orders and shall be deemed Relevant Authorities for the purposes of this Framework Agreement. Demand for autism and ADHD assessment and diagnosis services has increased significantly in recent years, with waiting lists in some areas now years long. In order to address this backlog, many NHS organisations are outsourcing portions of this service to increase capacity, either on a short- or long-term basis. This Framework Agreement will provide a quick and compliant route to contract for these services. The overall aim of the Framework Agreement is to provide an assessment and diagnosis service for autism, ADHD and/or combined autism and ADHD for both adult and paediatric patients. For patients on the ADHD or combined pathway this may also include medication prescribing, titration and review. The term of the framework agreement will be 4 years.

As one part of this review, the Council wishes to understand the range of digital mental health prevention and emotional wellbeing models currently available, their evidence base, accessibility, affordability and potential applicability to Shropshire. This engagement does not indicate that the Council has decided to recommission a digital service. Findings will inform a wider options appraisal alongside local needs evidence, review of current provision, stakeholder engagement and consideration of alternative approaches. The overarching aim is to ensure that residents with low-level mental health or emerging wellbeing needs can access timely, appropriate support that helps prevent escalation into more complex need and reduces avoidable demand on statutory services. Digital support is being considered as part of a wider suite of accessible offers that may include social prescribing, Voluntary, Community and Social Enterprise (VCSE) provision and community-based support. Any future model will need to take account of Shropshire’s rurality and the diverse needs, preferences and circumstances of local residents, alongside local system priorities, strategies and policies. Strategic context Mental health and wellbeing are central to quality of life, resilience and the ability to participate in education, work, family life and communities. Good mental wellbeing is also protective against physical illness, social inequalities and unhealthy lifestyles. Demand for mental health support has increased significantly, particularly among children and young people, many of whom experience long waits for care.
