The London Borough of Barking and Dagenham is seeking to commission an innovative provider to deliver a borough-wide Peer Support and Lived Experience Leadership Programme for adults with learning disabilities, autism and wider neurodiversity (LDAN), including carers. This programme forms the first phase of a wider prevention and inclusion approach, focused on strengthening community-based support, improving accessibility and inclusion, and embedding lived experience leadership across the system. The Council is looking for a provider (or partnership of providers) who can design and deliver a programme that: builds sustainable peer support networks ensuring that approaches are appropriately tailored to the needs of specific groups establishes meaningful co-production and lived experience leadership structures improves inclusion and accessibility across community and public-facing services supports early intervention, improves health inequalities and reduces escalation to statutory services The programme will play a key role in shaping future service development, including potential expansion into a broader borough-wide prevention and navigation offer. The provision of planned palliative nursing / healthcare assistant care covering a single patient per shift (overnight) in their usual place of residence who are in the end of life stage of their illness whose needs can be met through short episodes of care delivered through an agreed combination of days and/or evenings and/or nights as appropriate to support the needs of patients and carers. The Provider will provide registered nurses and healthcare assistants to deliver care and support for referred patients with terminal illness.

End of Life and Palliative Care Services - Inpatient Care The service will provide a ten bedded inpatient unit for terminal care, symptom control, assessment and crisis care for individuals who have a progressive terminal condition with specialist palliative care needs. The service provided covers the population of North Lincolnshire and East Riding of Yorkshire. End of Life and Palliative Care Services - Daycare The service will provide access to specialist end of life and palliative care daycare services which will include assessment, therapy, counselling and social support. The service provided covers the population of North Lincolnshire. Community Lymphoedema Service The service will provide a community lymphoedema service which supports the specialist management of individuals living with lymphoedema, lipoedema and chronic oedema aged 18 and above. The service will be delivered in line with British Lymphology Society guidelines. The service provided covers the population of North Lincolnshire. Discharge to Assess (D2A) and Community Beds The service will provide six nurse-led community beds provide short-term care for patients who are medically fit for discharge but require further assessment, therapy, or care planning. The beds support timely discharge from Scunthorpe General Hospital and enable patients to receive care in a community setting while longer-term arrangements are made.

Volunteers Visitor Service The service will support carers of people living with a terminal illness through a team of trained volunteers who will undertake regular home visits to individuals with end-of-life care needs. The service will provide practical, emotional and social support for carers to reduce feelings of isolation and anxiety. Lymphoedema Service The service will provide a community lymphoedema service which supports the specialist management of individuals living with lymphoedema, lipoedema and chronic oedema aged 18 and above. The service will be delivered in line with British Lymphology Society guidelines.

The service will provide specialist palliative care to support individuals, and their families / carers affected by terminal illness. The service will be delivered by a multi-disciplinary team including doctors, nurses, occupational therapists, dieticians, social workers, physiotherapists, complementary therapists, chaplains, and counsellors. The service will include the provision of: • Inpatient admissions for pain and symptom management including psychological issues and end of life care. • Day Hospice services for pain and symptom management, psychological support, and respite. • Specialist lymphoedema care. • Bereavement counselling services for adults and children.

Central Referral Mechanism and Support Service for Adult Victims, establishing a core element of its new London-wide Ecosystem of victim support services. The provider will be responsible for: Managing police referrals to ensure victims are swiftly directed to the appropriate specialist services; Assessing the needs of adult victims of crime; Delivering a range of practical and emotional support; Working collaboratively with partners across the Ecosystem to enhance service quality and outcomes; Maintaining the LVWS website and service directory; Providing pre-trial information and support to all court witnesses, including defence witnesses; Coordinating with relevant agencies to respond effectively to major crime incidents; Adapting services in line with changing demand and developments within the criminal justice system. A Competitive Procedure with Negotiation under the Light Touch Regime, pursuant to the PCR 2015 was undertaken. Due to issues with FTS we have been unable to link the Contract Notice to this Award Notice which has restricted publication under an Competitive Procedure. This contract has an initial term of 4 years, commencing on 01/04/2024 - 31/03/2028 at a value of £15,400,000 with two options to extend for one year each at a value of £4,400,000 per annum, exercised at the discretion of MOPAC. There is an additional £17,660,000 available to provide additional services which may arise over the contract life, should funding become available. Total available budget for this contract is £41,860,000. Additional Variations to this Contract, to date, include the following: Approach to Developing Ecosystem's online presence at a value of £90,645. Following an initial review of the updated webpages, supported by digital specialists and key stakeholders, it has been identified that further enhancements are required to deliver a more seamless and accessible experience for victims and witnesses. The Restorative Justice Service for London at a value of £400,000 which will sit as part of the wider Universal Adult Support Service. London DRIVE Project at a value of £865,312 to support the additional delivery of Drive victim support. The inclusion of these variations falls far below the total contract value of £41,860,000.

Details of Decision Makers: The recommendation to award the contract via this route has been endorsed at the ICB Commissioning Resource Group on the 6th February 2026. The final decision to award the contract was made by the LSC ICB Executive Committee on the 17th February 2026. There were no conflicts of interest identified.
