Preliminary Market Engagement Criminal Justice Related Drug and Alcohol Service for Adults

The Office of the Police and Crime Commissioner for Warwickshire (OPCC) is considering future options for the provision of its Criminal Justice Related Drug and Alcohol Service for Adults. We would therefore like to invite suppliers to participate in the preliminary market engagement process. This exercise is purely for the purpose of information gathering in order to inform the procurement strategy going forward. It should be noted that any future purchase will be subject to a full competitive tendering procedure in accordance with the Procurement Act 2023. A full specification of technical, functional and non-functional requirements would be provided within the tender documentation. The Criminal Justice Related Drug and Alcohol Service for Adults service has been commissioned by the Office of the Police and Crime Commissioner (OPCC) for a number of years. The current contract is due to end on 31 March 2027, and we are therefore considering future options. The service supports adults entering the criminal justice system who are experiencing drug and/or alcohol misuse issues. It provides advice, information, signposting, and referrals to appropriate treatment and support services. The service is delivered by a Supplier that works closely with police custody staff. Detainees who receive a positive drug test while in custody are referred to the Supplier for a mandatory assessment. The Supplier also works with probation services, assessing offenders who are being considered by the courts for a community treatment requirement and determining their suitability for such orders. The contract values provided in this notice are estimated and for indicative purposes only. Values cover original term only of 3 years and optional extension periods have not been included in the estimate. The outreach model for this service will build on this foundation, targeting populations with historically lower engagement to improve uptake, earlier risk identification and equitable health outcomes across the county. This market engagement event will inform the development of a future NHS Health Checks outreach service for Hampshire that will work alongside the existing general practice-led programme. The ambition is to increase access to cardiovascular disease prevention and early identification of risk factors among residents who are least likely to be reached through traditional healthcare services. Focus will be given to underserved populations, including those with socioeconomic, ethnic and gender inequalities, Gypsy, Roma and Traveller (GRT) communities, carers, those experiencing homelessness, and people employed in routine and manual occupations. The service will be expected to deliver health checks in trusted community settings and workplaces, helping to reduce barriers to access and address persistent health inequalities across Hampshire.

Launched in 2011, the Offender Personality Disorder Pathway (OPD) is a jointly funded partnership between HMPPS and the NHS in England and Wales. It is a long-term change programme that commissions treatment and support services nationally for individuals with some of the most complex mental health needs linked to their offending. Whilst a diagnosis is not required to access services, these needs are characterised as a ‘personality disorder’. Services for people within scope are delivered across prisons, Adult Secure Mental Health Services, and community settings. The OPD is not a single service, but a connected system of interventions, activities, training, and staff support. The OPD Pathway plans to commission a clinical provider for a non-residential OPD intervention service for women in HMP YOI Low Newton. Operating in partnership with HMPPS, the service will provide one of the progressive steps along the pathway for women who present the highest/ most immediate risk of serious harm to others and have the most complex needs who screen into the OPD Pathway. The service is currently commissioned through a service level agreement (SLA) that was established prior to the formal development of the OPD programme. The service in question, currently delivered by an NHS Trust and known as the Primrose Service, will engage with up to 12 women on a static basis at any one time, and a smaller number on a dynamic basis (likely to be around 5 maximum). This is not a residential provision however the women are accommodated together on a specific wing at the prison to provide a psychologically safe milieu during their time in the OPD service. The static provision involves a day treatment model delivered at a specific location in the establishment. The dynamic spaces are in place for outreach work delivered to women on other locations in the prison who either need stabilisation, preparation for access to the static service, or post-intervention work. Countess of Chester Hospital NHS Foundation Trust Commercial Procurement Services seeks to engage with providers with a view to developing a framework agreement for services to support dementia care under the Provider Selection Regime and Provider Selection Regime (Wales), together the PSR. Framework agreements are defined in Regulation 16 of the PSR. Any framework agreement will introduce standardised processes, thus reducing duplication of effort for Relevant Authorities and providers. Ensuring that framework agreement providers meet the highest standards, and facilitating delivery of improvements will improve service-user experience. Ideas under consideration are that a framework agreement will facilitate contracts for services set out in the 'Modern Service Framework for Dementia and Frailty' for the NHS in England as and when this is published, including any similar Service Framework for the NHS in Wales; and/or will facilitate contracts for services to deliver improvement opportunities identified by a Relevant Authority using the Dementia 100 pathway assessment & improvement tool (or an equivalent tool). The purpose of this pre-market engagement notice is to invite providers to help us to develop a framework agreement service specification.
