North Yorkshire Adult Social Care - Live Well at Home Framework

The North Yorkshire Council

North Yorkshire Council (the Authority) is requesting information from suppliers to help determine the scope and feasibility of its requirement and to assist with drafting a future tender specification for Live Well at Home framework. The Authority is looking to set up an open framework for a total duration of 7 years (3 years with the option to extend for an additional 2 years and then an additional 2 years). There will be no limit to the number of suppliers that will be appointed to the framework. The framework will be split into 6 Lots covering the whole of the North Yorkshire Council boundary: • Lot 1 - The Towns • Lot 2 - The Dales • Lot 3 - The Moors • Lot 4 - The Coast • Lot 5 - Specialist Care (Countywide) • Lot 6 - Extra Care (Countywide) Providers will be able to apply to deliver services in up to two locality Lots (Lots 1-4). Providers can bid for Lot 5 and 6 in addition to the two locality Lots. As part of the application, providers will be asked to submit rates for the locality areas they are looking to operate in. Once the framework is established, the intention is to establish up to 10 provider alliances to cover Lots 1-4. The Royal Borough of Kensington and Chelsea (RBKC) and Westminster City Council (WCC) are seeking to engage with the market ahead of a competitive procurement exercise for a multi-lot Learning Disability and Autism procurement covering enablement, moderate-to-complex community support, volunteering opportunities and employment-related progression. The services are intended to support adults with a learning disability and/or autism to increase independence, improve health and wellbeing, reduce social isolation, access community-based activities, and develop routes into volunteering, employment and wider community participation. Integrated Advocacy Services

Liverpool City Council

Liverpool City Council commissions an Integrated Advocacy Service to provide a comprehensive portfolio of statutory and non-statutory advocacy provision, including Independent Health Complaints Advocacy (IHCA). The service is required to support the Council in meeting its statutory obligations under the Care Act 2014, Mental Capacity Act 2005, and Mental Health Act 1983, ensuring eligible individuals receive independent advocacy as mandated. In addition to statutory functions, the service will deliver flexible, non-statutory, issue-based advocacy to address unmet need, ensuring that individuals who do not meet formal eligibility criteria can still access proportionate, independent, and person-centred support. The service will enable individuals to express their views, wishes, and preferences, safeguard their rights, and actively participate in decision-making processes that affect their lives. Particular focus will be given to individuals who experience substantial difficulty in understanding, retaining, or communicating information, and who lack an appropriate person to support their involvement. The provider will ensure advocacy interventions are independent, tailored, and outcome-focused, promoting inclusion, equity of access, and improved wellbeing.

Early Learning, Childcare and Brokerage Services

Dumfries and Galloway Council

The Council has a statutory duty to make pre-school education available for eligible children under the Standards in Scotland’s Schools Act 2000. The Children and Young People (Scotland) Act 2014 and Statutory Guidance set out the increased entitlement to 1140 hours for eligible children which became a statutory duty from August 2021. The Funding Follows the Child approach places choice in parents’ and carers’ hands enabling them to access their child’s funded entitlement with a provider that best suits their needs. All providers who apply and meet the expected standard, legislation and the Council's procedural requirements as set out in the Invitation to Tender and accept the rates and contract terms set out by the Council shall be accepted to deliver funded provision through the Flexible Framework enabling them to register children in 2027 to commence Brokerage placements from Q3 2027 and funded Early Learning and Childcare placements from August 2027. This is the September 2026 re-opening of the framework. If you have already been awarded a place on this framework, you do not need to re-apply.

ADHD and Autism Coaching

The Office of Rail and Road (ORR) is seeking to establish a non-exclusive call-off contract for the provision of specialist ADHD and autism coaching, mentoring and workplace support services for neurodivergent employees. Services may include individual ADHD and autism coaching, workplace mentoring, manager support sessions, workplace transition support, neurodiversity awareness training, group workshops and anonymised management reporting. The contract will operate on a zero-commitment basis, with services commissioned through individual Statements of Work as requirements arise. Services must be capable of being delivered remotely, on-site or through a hybrid delivery model and be provided in a neurodiversity-affirming, person-centred manner. Preliminary Market Engagement Criminal Justice Related Drug and Alcohol Service for Adults

The Office of the Police and Crime Commissioner for Warwickshire (OPCC) is considering future options for the provision of its Criminal Justice Related Drug and Alcohol Service for Adults. We would therefore like to invite suppliers to participate in the preliminary market engagement process. This exercise is purely for the purpose of information gathering in order to inform the procurement strategy going forward. It should be noted that any future purchase will be subject to a full competitive tendering procedure in accordance with the Procurement Act 2023. A full specification of technical, functional and non-functional requirements would be provided within the tender documentation. The Criminal Justice Related Drug and Alcohol Service for Adults service has been commissioned by the Office of the Police and Crime Commissioner (OPCC) for a number of years. The current contract is due to end on 31 March 2027, and we are therefore considering future options. The service supports adults entering the criminal justice system who are experiencing drug and/or alcohol misuse issues. It provides advice, information, signposting, and referrals to appropriate treatment and support services. The service is delivered by a Supplier that works closely with police custody staff. Detainees who receive a positive drug test while in custody are referred to the Supplier for a mandatory assessment. The Supplier also works with probation services, assessing offenders who are being considered by the courts for a community treatment requirement and determining their suitability for such orders. The contract values provided in this notice are estimated and for indicative purposes only. Provision of Children's Short Breaks Activities and Support (Aiming High)

Staffordshire County Council is undertaking Preliminary Market Engagement (PME) to inform the future recommissioning of its Provision of Children's Short Breaks Activities and Support (known internally as Aiming High SEND Short Breaks Service), currently expected to commence from April 2027. The Council wishes to engage with current and potential providers to better understand market capacity, capability, innovation, and potential delivery models for providing high-quality short breaks and support opportunities for children and young people with Special Educational Needs and Disabilities (SEND) and their families across Staffordshire. The Aiming High programme forms part of Staffordshire's wider short breaks offer and aims to: • improve outcomes for children and young people with SEND; • promote independence, inclusion and preparation for adulthood; • enable children and young people to participate in positive activities within their communities; • support family resilience and help parents and carers continue in their caring role; • provide opportunities for social development, friendships and community participation; and • deliver timely support that helps prevent the escalation of need wherever appropriate. The Council is seeking feedback from organisations capable of delivering inclusive, high-quality, outcome-focused services and activities for children and young people with SEND aged 0-25 years. Integrated Drug & Alcohol Treatment Service

Wigan Council

Wigan Council require a provider to deliver the Integrated Drug & Alcohol Treatment Service. The Wigan drug and alcohol service will be delivered through a whole-system, neighbourhood-based model aligned with Progress with Unity and the borough's Community Health Improvement Transformation. The service will shift away from traditional, service-led delivery towards a relationship-based approach that prioritises prevention, early intervention and reducing health inequalities. Working closely with health, social care, community, voluntary sector and criminal justice partners, the Provider will act as a system leader and enabler, ensuring support is visible, accessible and embedded within local communities. Recovery workers will be based in neighbourhood settings, supported by flexible outreach, in-reach, drop-in provision and coordinated evening and weekend support to help people access assistance at the earliest opportunity. The model will place equal emphasis on prevention, treatment and recovery. Prevention activity will be shared across the wider system, with the Provider supporting workforce development, brief interventions, screening, trauma-informed practice and early identification of need. Treatment will consist of high-quality, evidence-based clinical and psychosocial interventions integrated with mental health, housing, employment, sexual health and criminal justice services. Recovery will begin from first contact, focusing on long-term outcomes such as improved health, wellbeing, housing, employment, social connections and independence. The service will place strong emphasis on reducing inequalities, improving access for vulnerable and underrepresented groups, and embedding lived experience throughout service design, delivery and continuous improvement.

Crisis and Resilience Fund Advice Services

North East Lincolnshire Borough Council

The Authority is undertaking Preliminary Market Engagement (PME) to inform the market and the development of an accredited Crisis Resilience Fund advice service for residents of North East Lincolnshire. The purpose of this engagement is to: • Inform the market of the upcoming procurement • Inform the market of engagement undertaken to date • Understand current market strengths, gaps, challenges and barriers to delivery accredited provision. • Gain insight into how local advice services could be strengthened to improve referral pathways and support early interventions. • Ensure that any future procurement is proportionate, delivers value for money and reflects the needs of residents and stakeholders. The Council is conducting this Preliminary Market Engagement (PME) exercise pursuant to Sections 16 and 17 of the Procurement Act 2023. The Council intends to procure a Supported Living Provider to deliver care and support services to adults aged 18 and over with mental health needs at Aldbanks, a supported living setting in Dunstable, together with the provision of outreach-based support. The Council is seeking feedback from interested providers to help inform and shape the future service model prior to commencing a competitive procurement process. This PME exercise will assist the Council in understanding current and emerging market practices, levels of supplier interest, and innovative approaches to service delivery. Overnight Short Break Respite and Residential Accommodation and Support for Disabled/SEND Children

Swindon Borough Council has a statutory requirement to resource overnight short breaks for families. As well as providing residential care for children and young people with complex needs and disabilities. This tender covers the need for a Short Break Overnight Respite and Complex Needs residential home within the boundaries of Swindon. The initial contract term will be for 12 months with an option to extend for a further 2 x 2 year extensions for a potential total contract term of 5 years as stated in the ITT documents. Estimated contract spend is approximately £1,400,000million across the initial 1 year contract term and approximately £7,000,000million across the potential total 5 year contract term. What Would It Take? Community Support for Children Affected by Disabilities

Specialist Short Stay beds for the purposes of rehabilitation

Rehabilitative support in relation to individuals physical health conditions (including stays for those with long term conditions) in a residential care environment, thereby also giving their carers a break, and as step-down from people who are being discharged from hospital. The location must be within the administrative boundaries of Somerset Council and have a wheelchair accessible route to a town centre of no more than 1.5 miles in order to support people to independently access local amenities as part of their rehabilitation.
