Specialist Support Service for People Bereaved by Suicide
Kent County Council
Kent County Council, on behalf of the Kent and Medway Suicide Prevention Programme and in partnership with the Kent and Medway Integrated Care Board, is seeking market engagement to inform the future procurement of a Specialist Bereavement Support Service for people affected by suicide across Kent and Medway. The service will provide timely, accessible and trauma-informed emotional and practical support to individuals impacted by suicide, including family members, friends, colleagues, witnesses and professionals. The future provider will be expected to deliver a flexible countywide service through a combination of face-to-face, telephone and virtual support, working closely with health, community and voluntary sector partners. The contract is anticipated to commence on 1 April 2027 for an initial period of three years, with the option to extend for up to two further years. Kent County Council welcomes engagement from organisations interested in helping to shape the future service and deliver innovative, high-quality support for residents affected by suicide bereavement.
SANDWELL 0-19 YEARS HEALTHY CHILD SERVICE

Preliminary Market Engagement Criminal Justice Related Drug and Alcohol Service for Adults

The Office of the Police and Crime Commissioner for Warwickshire (OPCC) is considering future options for the provision of its Criminal Justice Related Drug and Alcohol Service for Adults. We would therefore like to invite suppliers to participate in the preliminary market engagement process. This exercise is purely for the purpose of information gathering in order to inform the procurement strategy going forward. It should be noted that any future purchase will be subject to a full competitive tendering procedure in accordance with the Procurement Act 2023. A full specification of technical, functional and non-functional requirements would be provided within the tender documentation. The Criminal Justice Related Drug and Alcohol Service for Adults service has been commissioned by the Office of the Police and Crime Commissioner (OPCC) for a number of years. The current contract is due to end on 31 March 2027, and we are therefore considering future options. The service supports adults entering the criminal justice system who are experiencing drug and/or alcohol misuse issues. It provides advice, information, signposting, and referrals to appropriate treatment and support services. The service is delivered by a Supplier that works closely with police custody staff. Detainees who receive a positive drug test while in custody are referred to the Supplier for a mandatory assessment. The Supplier also works with probation services, assessing offenders who are being considered by the courts for a community treatment requirement and determining their suitability for such orders. The contract values provided in this notice are estimated and for indicative purposes only. Values cover original term only of 3 years and optional extension periods have not been included in the estimate. This is a notice of the Authority's intention to award the proposed contract for the Service to the existing provider pursuant to Regulation 9 (3) of the Health Care Services (Provider Selection Regime) Regulations 2023, Direct Award Process C. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award and neither does Procurement Act 2023. The Home and Settle Service operates as a non regulated support service, meaning it does not require delivery by a CQC registered provider. Its purpose is to assist adults with limited local support networks to return home safely and re establish daily routines after hospital discharge, without providing any form of personal care. Because the service focuses solely on practical, low level support, it is well suited to delivery within the voluntary sector, where trained volunteers can contribute to tasks that enhance independence, social connection, and community based recovery.

Leicester City Council is commissioning the provision of Let’s Get Growing Service (LGGS) Leicester City Council is seeking a provider who will build on the success of the previous food growing programme in the city. Its aim will be to develop community food growing opportunities, harnessing the skills and talents of the growing community and increasing knowledge and skills in communities that may have limited access to nature-based activities such as growing food and socialising outdoors with others. The service provider will focus on the sharing of good practice through a variety of workshops, training courses and networking events, highlighting the benefits of food growing, ecotherapy and an awareness of green spaces to help prevent ill health and improve the physical and mental health of the local community whilst strengthening their resilience. The programme will also focus on increasing social inclusion, encouraging communities to engage with all aspects of food growing from seeds through to harvesting and sharing and using their produce. The proposed Contract will be for an initial period of 3 years, commencing 1st April 2027 to 31st March 2030 with an option to extend to 31st March 2032, subject to satisfactory performance outcomes and agreement by the Authority, taking the contract term to a maximum of 5 years ending 31st March 2032. The estimated contract value is £300,000 excluding VAT and 360,000 Including VAT.

Derry City and Strabane District Council seeks to appoint a suitably qualified Service Delivery Partner to oversee Community Hubs to Support Asylum Seekers and Refugees. Asylum Seekers have historically been accommodated within the Belfast City Council boundary for a variety of reasons including to support reporting to the local Home Office and access to immigration legal support. Dispersed accommodation along with a number of hotels being used for contingency accommodation is now being procured outside of Belfast City Council area. Derry City and Strabane District Council area is now a dispersal area outside Belfast for the resettlement of Asylum Seekers and Refugees. The Executive Office provides funding to District Councils to deliver on Community Hubs and support services for Asylum Seekers and Refugees. Derry City and Strabane District Council (DCSDC) previously delivered programmes for Asylum Seekers and Refugees which is outlined below. This Community Hubs Project will build on this work and enhance the services provided for Asylum Seekers and Refugees in the DCSDC area. The purpose of this engagement is to: • Inform the market of the upcoming procurement • Inform the market of engagement undertaken to date • Understand current market strengths, gaps, challenges and barriers to delivery accredited provision. • Gain insight into how local advice services could be strengthened to improve referral pathways and support early interventions. • Ensure that any future procurement is proportionate, delivers value for money and reflects the needs of residents and stakeholders. Through this market engagement, the Authority wishes to better understand: • The level of market interest in delivering the proposed service. • Opportunities for partnership, consortium or alliance-based delivery. • Effective approaches to triage, referral management and prioritisation. • The capacity of providers to deliver preventative and early intervention support. • Risks, challenges and dependencies that should be considered within any future procurement. The Authority is interested in feedback on a range of potential delivery approaches, including: • A single lead accredited provider model. • A consortium or partnership model involving multiple organisations with capacity building to support a quality standard of advice. • Community-based triage and navigation functions. • Models that build capacity within the wider voluntary and community sector through training, resources and responsive referral pathways. The Authority welcomes feedback on alternative approaches that may better achieve the desired outcomes and improve access, resilience and wellbeing for residents.

Key criteria were specified, and assessment against each criterion was assessed based on the current service delivery model and performance. and the supplier meets all the requirements specified to the satisfaction of the ICB, and it is expected that they will satisfy the requirements of the new contract.
Provision for support for those with life-limiting conditions

This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act do not apply to this award. In accordance with Regulation 10 of The Health Care Services (Provider Selection Regime) Regulations 2023, Hull City Council is looking to award a contract under the Most Suitable Provider process as the Council is able to identify the most suitable provider without running a competitive exercise, for the provision of support for those diagnosed with life-limiting conditions. The Contracting Authority intends to award a single contract to the most suitable provider. This notice will be published for at least 14 days in line with best practice under the Provider Selection Regime 2023, allowing time for any enquiries to be considered.

Pre-market engagement for a potential framework agreement (under the PSR) for services to support dementia care. Countess of Chester Hospital NHS Foundation Trust Commercial Procurement Services seeks to engage with providers with a view to developing a framework agreement for services to support dementia care under the Provider Selection Regime and Provider Selection Regime (Wales), together the PSR. Framework agreements are defined in Regulation 16 of the PSR. Any framework agreement will introduce standardised processes, thus reducing duplication of effort for Relevant Authorities and providers. Ensuring that framework agreement providers meet the highest standards, and facilitating delivery of improvements will improve service-user experience. Ideas under consideration are that a framework agreement will facilitate contracts for services set out in the 'Modern Service Framework for Dementia and Frailty' for the NHS in England as and when this is published, including any similar Service Framework for the NHS in Wales; and/or will facilitate contracts for services to deliver improvement opportunities identified by a Relevant Authority using the Dementia 100 pathway assessment & improvement tool (or an equivalent tool). The purpose of this pre-market engagement notice is to invite providers to help us to develop a framework agreement service specification. Providers participating in this pre-market engagement are not guaranteed to receive either an Invitation to Tender (if Invitations to Tender are issued), or a place on any framework agreement which may be awarded following an Invitation to Tender.
