Torbay Council
Due to the operational impacts arising from changes in other services, the existing operator has served notice on the contract awarded in 2024 for Non-Commercial Bus Services Lot 4 (Service 60). The need for this service remains to ensure the community has the connectivity to facilities and services and therefore a new Request for Quotation is needed. This service will be renumbered as Service 26, linking more appropriately with other Paignton based services. Torbay Council is seeking to at least retain the existing bus service network in accordance with the Councils BSIP, but also to enhance it with improvements to service levels, including operating to key locations which are not currently served. Our aim is to improve the routes with increased frequency, additional services covering earlier and later times and at weekends with modern, low floor, zero or low emission vehicles. It is important to note that a new service (27), replacing and improving upon the current Services 28 and 30 between Paignton town centre and schools in Torquay, will be proposed. This will operate all day, additionally connecting to Torbay Hospital. There will be overlap with this contract. That overlap is not confirmed but may include areas of Shorton Valley and Preston Down Road. Torbay Council and Devon County Council are in the process of setting up a new combined Enhanced Bus Partnership.

Working with partners across government, local authorities, education, health, policing and the voluntary and community sector, the VRU supports coordinated action at the key touchpoints that influence a young person’s journey: early years and families, education, positive opportunities, youth work, and communities and place. Central to the VRU’s approach is a commitment to embedding the voices of young people, practitioners and communities in policy, programme design and decision-making. Programme Background The VRU recognises that the rapid growth of digital platforms and technologies has created both new opportunities and new risks for children and young people. Please note: THIS IS NOT A CALL FOR COMPETITION Background Under recent changes to planning legislation, Worcestershire County Council (WCC) has a responsibility to prepare a Minerals and Waste Plan. We are currently considering how to prioritise the use of internal and external resources to achieve challenging timescales for plan preparation and we may seek to procure professional services to support this. Existing plans The Waste Core Strategy was adopted in 2012 and is likely to need a comprehensive update. Officers have started work on the evidence base and WCC consulted on an early draft of the Waste Needs Assessment in Spring 2026 to inform this process. The extant Waste Core Strategy does not contain site allocations. The Minerals Local Plan was adopted in July 2022. Officers anticipate that much of the strategic direction may remain, however changes will be required to reflect any changes in national and local policy since the plan was adopted. The extant Minerals Local Plan designated “areas of search” but no “specific site” or “preferred area” allocations. Commencing plan preparation under the new system Due to the different ages of the Waste Core Strategy and Minerals Local Plan, different dates apply by which a “notice of intention to commence minerals and waste plan document preparation” under Regulation 44 must be given, and by which Gateway 1 “self-assessment of readiness for minerals and waste plan document preparation” must be published under Regulation 46 to formally commence the 30-month plan preparation timescale: • For waste: o Notice of intention to commence must be given by 31st December 2026 at the latest, o Self-assessment summary (Gateway 1) published by 30th April 2027 at the latest. • For minerals: o Notice of intention to commence must be given by 14th March 2027 at the latest, o Self-assessment summary (Gateway 1) published by 14th July 2027 at the latest. The works comprise the replacement and upgrade of the existing gas burner systems serving three boilers within the IMO Building. The Contractor shall undertake the works sequentially, maintaining heating resilience by ensuring a minimum of two boilers remain operational at all times. The items of works are summarised as follows: • Removal and disposal of existing Ecoflam burners and associated redundant equipment. • Supply and installation of new low-NOx gas burners, burner plates and associated components to all three boilers. • Replacement of boiler door refractory and installation of new boiler water temperature sensors. • Modifications to existing gas pipework, gas trains, electrical supplies and control wiring to accommodate the new burner installations. • Integration of existing boiler flow switches into the burner enable circuits. • Gas tightness testing, combustion analysis, safety device testing and manufacturer-approved commissioning of all installations. • Provision of all required testing, commissioning and compliance documentation. • Removal of redundant materials and completion of all associated builders' works. AFBI is a leading provider of scientific research and services to government, non-governmental organisations and commercial organisations. AFBI is sponsored by its key stakeholder, the Department of Agriculture, Environment and Rural Affairs (DAERA). AFBI has historically provided the radiological monitoring and emergency response service for DAERA, but DAERA has confirmed that they will no longer require this capability from AFBI. DAERA have also determined that much of the equipment used by AFBI for this service has reached end of life and would cost significant sums to replace. Therefore, the decommissioning of AFBI’s defunct facilities is now required. AFBI wish to commence the decommissioning of these facilities in a prompt and controlled manner, ensuring that any radiological contamination is appropriately identified, assessed and managed. To address this, AFBI will engage external Suppliers to undertake a planned three-stage decommissioning process of the defunct facilities. The framework will provide access to specialist sustainability, environmental, climate resilience and technical advisory services. It will enable LLDC Group, East Bank Partners, GLA Group bodies and MDC's Functional bodies to commission support across a range of sustainability-related requirements, including but not limited to carbon reduction, circular economy, climate adaptation, biodiversity, green infrastructure, sustainable design, environmental management, community benefit, green skills and wider responsible procurement outcomes. The procurement will be structured to deliver a flexible and efficient route to market, allowing the Authority to draw down specialist support for planned programmes, policy development, project-specific commissions, emerging priorities and reactive advisory needs. The framework will also support LLDC’s ability to respond to future statutory, policy and operational requirements as the estate and wider regeneration programme continue to evolve. The total framework value stated in the notice is a maximum potential aggregate value for notice purposes only. It provides commercial headroom for LLDC and eligible GLA Group bodies over the life of the framework and does not represent a guaranteed level of spend or commitment to award work. LLDC’s current internal sustainability-related budget is approximately £200,000 per annum, subject to annual budget approvals, future business need, funding availability and the specific requirements commissioned under the framework.
