Whangaruru-Oakura Community Adaptation Planning - Technical Support Services

Whangarei District Council is seeking proposals from suitably qualified professionals to deliver technical services for the Whangaruru–Oakura Community Adaptation Planning (CAP) pilot project. This adaptation project is being co-designed between the Ngātiwai Trust Board (NTB) and Whangarei District Council (WDC). The aim is to develop responses to manage current and future climate risks across the Whangaruru/Oakura catchment which is one of the most vulnerable catchments in Whangārei and is in recovery following recent severe weather events The selected consultant team will have a range of responsibilities in supporting the WDC project team. These include supporting project governance, community engagement and facilitation, conducting risk assessments, evaluating adaptation options and drafting the Community Adaptation Plan. The final plan, which will summarise recommendations arising from the community adaptation planning process, needs to be responsive to community needs as well as being pragmatic and implementable. The plan needs to be delivered to Council for endorsement before the end of June 2028. We are looking for suppliers with proven experience across key technical areas including adaptation planning pathways, iwi-hapū and community engagement, governance and facilitation, risk assessment, adaptation solutions design, optioneering and evaluation.

A need was identified as part of the 2022/23 10YPP process and identified as the main water supply and stormwater drainage including drainage channels needing to be replaced. Outcomes sought include enabling adequate surface water drainage and run off to approved outfalls to minimize surface water flooding and ponding, there may be requirements for phasing of the project due to the nature of works being all encompassing to Block A, i.e. there are works on all sides and all around. There will not be any requirement for any staged handover as all drainage is part of one single system with the only risk the project potentially restricting access to existing classrooms and used spaces, which is not considered insurmountable.

The works address known water ingress issues caused by defective roof flashings, service penetrations, and associated roof interfaces. The scope includes flashing replacement and upgrades, installation of dry pan flashings where required, localised roof repairs, roof surface preparation, application of protective coating systems, waterproof membrane installations, skylight repairs, and associated weathertightness remediation works. The works are to be undertaken across the following buildings: Building 1 – Ward HG (Spinal Unit) Building 6 – Physical Medicine Entrance and linkway between Buildings 6 and 4 Building 4 – Minor Surgery Unit Building 13 – Maintenance Office & Workshop (lower roof areas only) Building 9 – Ward GG (Surgical Services) Building 5 – Old Administration Building The project will be delivered under a Medium Works Contract and is based on a performance‑based specification. The Contractor is responsible for confirming the suitability and compatibility of proposed systems with existing roof conditions. The requirement to achieve a weathertight outcome applies to the areas of work undertaken under the Contract and does not extend to rectification of unrelated or latent defects beyond those reasonably identifiable at tender stage. All asbestos-related works are excluded and will be managed separately as an operational expenditure activity. The Champion Centre is excluded from the scope. Oral Hygiene Supplies for the Oral Health Promotion Initiative

HNZ is continuing the oral health promotion initiative that aims to improve the oral health of preschool aged children, with a focus on those who experience inequitable oral health outcomes, including Māori, Pacific and low-income families. The initiative needs toothbrushes and fluoride toothpaste so that it can continue to support brushing habits and the oral health of young children. This RFP is focussed on identifying supplier/s that can supply these products to the initiative. We are looking for suppliers that have capability and experience in supplying fast moving consumer goods to New Zealand customers. We do not want oral hygiene products that are not toothbrushes or toothpaste. The initiative is of national scope and intends to reach all preschool aged children in New Zealand. Transmitted light, widefield fluorescence, and spinning disk confocal capabilities will enable high resolution 2D and 3D imaging, live and time lapse experiments under environmental control, and rapid acquisition suitable for high content screening workflows. The large amount of airborne particles within the workshop currently poses a health and safety risk to staff using the workshop and students learning within the space. The university aims to have a workshop extract system that removes all risk to students and staff by removing as much of the airborne particulates from the space as possible. In order to do this, there is a need for a functional and efficient extraction system. There is a currently installed dust extract system which upon survey was underperforming significantly due to an undersized fan and aging ductwork. WHAT WE REQUIRE: THE SOLUTION We seek the services of a main contractor to carry out the following works: 1. A main contractor to supply and install the dust extract system. 2. A contractor that seriously considers safe and accessible maintenance requirements. 3. A contractor that has a proven track record of working with clients to achieve the required outcomes. 4. A contractor capable of working within the University’s unique environment. 5. A contractor that can deliver high quality material outcomes to the University. It is intended the building remains in use and occupied throughout the contract works.

Pāteke Predator Control

Department of Conservation

Predator control of mustelids and cats is fundamental to the protection of pateke/brown teal, a rare endemic duck which is particularly susceptible to predation and North Island Brown Kiwi. Pateke were once widespread throughout New Zealand, but are now reduced to just two remnant wild sites, one of which is the area outlined in this contract. The services required in the contract are for a contractor to undertake predator trapping operations on both Public Conservation Land (Mimiwhangata Coastal Park) and private land in the Teal Bay, and Whananaki. The Director-General has established 599 traps across these sites which are to be serviced weekly or fortnightly, depending on the site and season. Bait supply and preparation is included in the services required. Predator control tailored to protect Pateke has been refined over many years by the Pateke Recovery Group, and that is represented in the detailed requirements in the contract.
