Ara Harakeke Path Upgrade

This project presents an opportunity to construct a raised boardwalk structure through Plimmerton Domain where areas of the path are intermittent flooding from the Lower Taupo Swamp and Taupo Stream. Flooding is most acute during periods of heavy rainfall coinciding with high tides, resulting in closures and reduced safety and accessibility. The proposed works will: • Future proof a regionally significant shared path against climate and tidal impacts • Deliver year-round accessibility for the public • Retain an established, well used alignment that provides direct access to Plimmerton Domain and the Ara Harakake shared path. This project offers contractors the opportunity to: • Deliver an infrastructure upgrade of regional significance for walking and cycling • Work within an environmentally sensitive wetland • Construct durable, resilient recreational structures • Partner with council on an active transport investment • Be part of balancing environmental enhancement with recreational and transport outcomes, ensuring that the Ara Harakeke shared path remains functional, safe, and enjoyable for people aged 8-80 for decades to come. This pathway is a part Te Araroa (The Long Pathway) - the trail that runs the full length of New Zealand.

Field Services

CRC seeks a provider who has experience with geotechnical investigation and designing stopbanks and flood protection schemes. We have completed the hydraulic modelling in house. Hydraulic modelling results files (i.e., water surface elevation, depth, velocity, etc) will be provided by Environment Canterbury for this work. The provider needs to provide an initial geotechnical assessment (Part A), then a detailed geotechnical investigation including necessary augering and test pitting (Part B). Part B also includes the geometric design of stopbank crosssections, volume analysis and a risk based geotechnical review of the existing stopbanks with recommended remediation to be undertaken with the upgrade. A volume analysis is required to cover all stopbank materials including quantities of culverts that may require extension. We have recently completed CCTV survey inspections of all culverts that cross the stopbank scheme in this area and will provide the results of these to assist with this work. The provider needs to take a risk informed, pragmatic approach to the investigation. The primary risk is considered to be erosion of the stopbank during a flood, so the investigation and design should be undertaken with this in mind along with considering other failure modes. It may not be possible to provide the optimal engineering solution to the whole scheme, so we need to know where the higher-risk sections are and what our options for the future might be. What we do not want/need At this stage we do not anticipate hydraulic modelling will be required by the provider. Results files from the HEC-RAS 2D model developed by Environment Canterbury will be provided including water surface elevation, depth, and velocity.

Shortlisted parties will be invited to submit a detailed proposal during the second stage of the procurement process. The Crisis Recovery Café Initiative is a peer-led, community-based approach to supporting people experiencing mental health or addiction distress. Crisis Recovery Cafés provide safe, non-clinical environments focused on connection, choice, recovery, and early support, with the aim of improving experiences for tāngata whaiora and reducing unnecessary presentations to Emergency Departments. Health NZ is seeking a provider to deliver a lived experience-led evaluation that assesses the implementation, effectiveness, impact, and sustainability of the initiative across a range of regional and service contexts throughout Aotearoa New Zealand. The evaluation will include: • development of a co-designed evaluation framework • process evaluation of implementation and service delivery • outcome evaluation of the overall effectiveness and impact of the initiative The evaluation must incorporate both qualitative and quantitative approaches and demonstrate strong lived experience leadership across governance, design, analysis, interpretation, and reporting. Health NZ expects proposals to demonstrate culturally grounded, trauma-informed, and equitable approaches, including kaupapa Māori and Pacific perspectives. The evaluation findings will inform future investment decisions, service development, and broader system understanding of peer-led crisis alternatives and community-based mental health support. The DCC’s current supply contract needs to be renewed, and we seek to partner for the longer term with an option of 7 years supply subject to performance. This is an opportunity to ensure we realise the optimum services and value for money provision of CO2 supplies for coming years. Continuity of supply is important, we require reliable and continual supply of liquid CO2 irrespective of supply chain disruptions. We want to partner with a Supplier that has the track record and experience of delivering on time every time. The supplier must have a robust understanding of its supply chain and have contingency plans in place if disruptions occur. Installation (if applicable), and ongoing certification and maintenance of the bulk storage tanks is vital for this contract.
